Evaluasi kinerja Apotek Rumah Sakit Umum Daerah Patut Patuh Patju Gerung dengan pendekatan Balanced Scorecard

Tujuan penelitian ini adalah untuk mengevaluasi kinerja Apotek Rumah Sakit Umum Daerah Patut Patuh Patju (RSUD PPP) Gerung dengan pendekatan balanced scorecard melalui 4 perspektif yaitu keuangan, pelanggan, proses pelayanan serta pembelajaran dan pertumbuhan. Penelitian ini menggunakan rancangan penelitian studi kasus non eksperimental dengan pendekatan deskriptif eksploratif. Data kualitatif diperoleh berdasarkan kuesioner yang diisi secara langsung oleh responden dan wawancara mendalam dengan apoteker pengelola apotek. Data kuantitatif diperoleh berdasarkan observasi langsung, survei arsip resep dan laporan tahunan apotek pada tahun 2003-2004. Hasil penelitian pada perspektif keuangan diperoleh tingkat pengembalian investasi (ROI) dan profit margin yang lebih tinggi dari hasil penelitian di RSHS dan rata-rata industri. ROI dan profit margin pada tahun 2004, jika dibandingkan tahun 2003 terjadi peningkatan untuk ROI sebesar 10,6%, dan profit margin sebesar 0,9%, sedangkan rasio pertumbuhan penjualan dan TOR (turn over ratio) menunjukkan hasil yang lebih rendah dari RSHS dan rata-rata industri. Pada perspektif pelanggan berdasarkan survei kepuasan pelanggan secara umum menunjukkan hasil yang baik, walaupun masih terdapat beberapa keluhan. Pada persfektif proses pelayanan didapatkan hasil yang cukup baik kecuali waktu penyediaan obat yang lebih lama dari standar WHO dan terjadi medication error sebanyak 1 kali pada tahun 2004. Pada perspektif pembelajaran dan pertumbuhan pada pelatihan petugas dan pengembangan sistem informasi manajemen belum memenuhi target yang ditetapkan. Berdasarkan hasil tersebut dapat disimpulkan bahwa kinerja Apotek RSUD PPP Gerung sudah cukup baik, tetapi masih terdapat beberapa kekurangan dan perlu ditingkatkan lagi dengan usaha yang berkelanjutan.

The purpose of this study is to know the performance level of RSUD PPP Gerung with balanced scorcard approach through 4 perspective, which consist of financial, customer, services process, and learning and growth. This study was a non experimental case study with descriptive explorative approach. Qualitative data was taken from questioner that filled in directly by respondent and through indepth interview with pharmacist who managing the apotek. Quantitative data was taken from direct observation, prescription survey as well as yearly (2003-2004) apotek reports. Result of this study in financial perspective showed that level of return on investment (ROI) and profit margin was higher than RSHS and industry, and there were 10,6% raising in ROI level in 2004 if compared with 2003, so that profit margin, showed 0,9%. On the other hand, growth ratio on sales and TOR showed that the result was lower than RSHS and industry. In customer perspective, based on the customer satisfactory survey, generally showed that the satisfactory level was good; however, some complaint still remains. In services process perspective showed that the result is good, except time to preparing the drug was longer than standard of WHO and there was once medication error cases. In learning and growth perspective, there were an employ trained and development of management information system, although the result was lower than target. Based on that result, we could concluded that the performance level of Apotek RSUD PPP Gerung was good; however, there were some deficiency and should be increased with continuously effort.
