Studi ini meneliti/mengeksplorasi peran gubernur di bawah pendekatan holistik dalam administrasi provinsi. Secara serempak, studi ini juga mengarahkan untuk menguji apakah pendekatan holistik tepat ketika diadopsi dalam administrasi provinsi, memusatkan kepada pemberantasan kemiskinan. Penulis memilih Provinsi Surat Thani sebagai lokasi dalam studi ini. Studi ini adalah suatu pelajaran penelitian dalam bentuk dokumen deskriptif dengan mengadopsi metode analisis isi. Semua kumpulan data, oleh karena itu, memperoleh dari sumber sekunder. Di samping itu, studi ini merupakan lebih kualitatif daripada kuantitatif, maka tidak ada keharusan untuk menggunakan metode statistik. Hasil menyangkut studi ini menunjukkan bahwa: Sejak 1 Oktober 2003, gubernur di bawah pendekatan holistik dalam administrasi provinsi, atau yang disebut gubernur CEO telah mempunyai peran yang digeser atas 3 status: (1) Status kepemimpinan yang strategis; (2) Status koordinator dan fasilitator yang strategis; (3) Status sebagai implementer. Gubernur CEO, seperti itu, mempunyai lebih kekuasaan eksekutif menggerakkan atas manajemen personel, manajemen fiskal, dan pengambilan keputusan untuk mengatur dan mengurus tugas-tugas provinsi. Oleh karena itu, dapat dikatakan bahwa peran gubernur di bawah pendekatan holistik dalam administrasi provinsi berubah sebagai administrator yang strategis. Walaupun demikian, gubernur CEO belum bisa mencapai peningkatan signifikan dalam manajemen personel dan fiskal, atau bahkan pengambilan keputusan. Sebagai hasilnya, bisa dilihat bahwa kapasitas gubernur telah menurun di dalam administrasi provinsi. Studi ini, selain itu, menunjukkan bahwa pendekatan holistik dalam administrasi provinsi membantu memberantas kemiskinan dengan lebih cepat dan secara efektif. Bukti yang berhasil membuktikan bahwa pendekatan holistik dalam administrasi provinsi semestinya dilanjutkan atas pengurangan kemiskinan. Namun demikian, gubernur masih menghadapi halangan/masalah atas sumber daya manajemen, termasuk sistem database provinsi untuk melaksanakan kebijakan pemerintah dengan efisien dan efektif. Di samping itu, beberapa kantor cabang/daerah atau pejabat birokrat tetap tidak mempunyai pemahaman yang jelas tentang kepentingan, tujuan, prinsip petunjuk, dan tujuan ideal dari pendekatan holistik dalam administrasi provinsi. Sebagai hasilnya, itu mempengaruhi atas pemberantasan kemiskinan secara efisien.

This study provided an attempt to explore the role of the provincial governor under a holistic approach to provincial administration. Simultaneously, it also aimed to examine whether a holistic approach is appropriate when adopted in provincial administration, focus on poverty eradication. The author has selected Surat Thani Province as a location of this study. This study is a descriptive documentary research study by adopt the method of content analysis. All collected data, hence, gained from a secondary source. Besides, it is a qualitative rather than quantitative, so there is no need to use a statistic method. The result of the study showed that: Since 1 October 2003, the provincial governor under a holistic approach to provincial administration, or so-called CEO provincial governor has had the shifted role on 3 statuses: (1) The Status of the Strategic Leadership; (2) The Status of the Strategic Coordinator and Facilitator; (3) The Status as the Implementor. The CEO provincial governor, thus, has more executive power on personnel management, budget management, and decision-making to manage province tasks. Therefore, it could be said that the role of the provincial governor under a holistic approach to provincial administration changed to be the strategic administrator. However, the CEO provincial governor still could not achieve significant improvement in personnel management and budget management, or even decision-making. As a result, it could be seen that a capacity of the provincial governor has been declined in provincial administration. This study, moreover, indicated that a holistic approach to provincial administration help to eradicate poverty rapidly and effectively. The successful evidence proved that a holistic approach to provincial administration should be continued to reduce poverty. Nonetheless, the provincial governor still confronted obstacle/problem on management resources, including provincial database system to implement the government policy with effective and efficient. In addition, some branch/provincial offices or government officials still did not have a clear understanding of the importance, purposes, guiding principles, and goals of a holistic approach to provincial administration. As a result, it made an affect on poverty eradication efficiently.
