Pola hubungan Eksekutif dengan Legislatif dalam penyelenggaraan Pemerintahan di Indonesia mengalami perubahan dan pasang surut sesuai dengan dinamika Undang – undang yang mengatur tentang Pemerintahan Daerah. Tesis ini mendeskriptipkan Pola Hubungan DPRD Kabupaten Pacitan dengan Pemda Pacitan dalam Fungsi Legislasi, Fungsi Anggaran, dan Fungsi Pengawasan berdasarkan Undang – Undang Nomor 32 Tahun 2004. Metode yang digunakan adalah metode penelitian diskriptif kualitatif dengan tehnik observasi langsung, dan responden yang dipilih adalah pejabat Eksekutif Pemda Pacitan dan Pejabat Legislatif DPRD Kabupaten Pacitan. Tujuan penelitian untuk mendiskripsikan hubungan DPRD dan Pemda Kabupaten Pacitan dalam Pola Hubungan Fungsi Anggaran, Fungsi Legislasi dan Fungsi Pengawasan berdasarkan Undang – Undang Nomor 32 Tahun 2004 dan manfaat secara teoritik memberikan sumbangan pemikiran terhadap konsep – konsep ilmu pemerintahan dan manfaat secara praksis memberikan sumbangan pemikiran kepada Eksekutif dan kepada Legislatif di Kabupaten Pacitan. Pola Hubungan Fungsi Legislasi inisiatif pengajuan Raperda selalu berasal dari eksekutif. Tidak pernah satupun usulan Raperda berasal dari Legislatif padahal Legislatif juga diberikan hak untuk mengajukan usulan Raperda dan mekanismenya bersifat Kolaboratif. Tidak ada perubahan yang signifikan terhadap Pola Hubungan Legislasi antara Pemda Pacitan dengan DPRD Kabupaten Pacitan meskipun Undang – undangnya telah berubah dari Undang – undang Nomor 22 Tahun 1999 ke Undang – undang Nomor 32 Tahun 2004 dimana alur, prosedur, tata cara dan mekanismenya masih tetap sama seperti Undang – undang Nomor 22 Tahun 1999. Pola Hubungan Fungsi Anggaran dalam penetapan APBD Kabupaten Pacitan Tahun 2005 pada saat pembahasan bersifat konflik dan pada saat pengambilan keputusan bersifat kolaborasi. Ada perubahan yang signifikan terhadap Pola Fungsi Anggaran antara Pemda Pacitan dan DPRD Kabupaten Pacitan Mekanisme dan tata cara serta penetapannya masih sama seperti Undang – undang Nomor 22 Tahun 1999. Yang mengalami perubahan di fungsi anggaran ini adalah hanya disubstansi di APBD. Kemudian untuk Fungsi Pengawasan, Legislatif belum menggunakan hak – haknya di dalam melaksanakan fungsi pengawasan mulai dari hak angket, hak interpelasi, dan hak menyatakan pendapat dan mekanisme yang muncul pada awal pembahasan bersifat konflik dan pada akhir pembahasan bersifat kolaboratif. Ada perubahan yang signifikan terhadap Pola Hubungan Fungsi Pengawasan antara Pemda Pacitan dan DPRD Kabupaten Pacitan dengan tidak adanya Laporan Pertanggungjawaban Kepala Daerah yang diganti Laporan Keterangan Pertanggungjawaban Kepala Daerah dan perubahan ini berpengaruh terhadap pola hubungan antara Pemda Pacitan dan DPRD Pacitan..

The relationship pattern between legislative in the from of conducting the administration in Indonesia occurs changing an following up and down based ion the laws dinamisation that arrange the from of territory government. This thesis describes the relationship pattern among the house of territorial representatives in Pacitan regency with the territory government Pacitan in the function of supervision based on the laws number 32, 2004 the writer uses descriptive qualitative method in conducting this study with direct observation technique, and the respondent are the executive officers of Pacitan government territory and the legislative officers of territorial representatives house, Pacitan regency. The aim of the research is to describe the relationship between the house of territorial representatives and Pacitan territory government in the form of relationship pattern in legislation function, budgeting function, and supervision function based on the laws (Number 32, 2004, and the advantages in theoretically in order to give contribution to executive and legislative in Pacitan Regency. The relation pattern between inisiatif legislation function for proposing always rise from the executive. The proposal do not come up from legislative even though legislative also given the right to propose and the mechanism is characterized collaborative. There is no significant changing toward the relationship legislation pattern between Pacitan Government Regency with the house of territorial representative although the laws has been changed from the laws number 2, 1999 into the laws number 32, 2004 where the plot, procedure, manner and its mechanism is still the same with the laws number 22, 1999. The relationship pattern of budgeting function in the form of stating APBD, Pacitan government regency 2005 when it disused that characterized by conflict and when moment of taking decision characterized by collaboration. There is a significant change toward the budgeting function pattern between Pacitan government regency and the house of territorial representatives in Pacitan regency, the mechanism and the manner also the way of determine is still have the same form with the laws number 22, 1999. The main point that acquire a changing in the budgeting function is only the matter of disubstance in APBD. Then, in the form of supervision function, the legislative had not used the right yet in doping and practice the supervision function start from inquiry right, interpellation right, and the right to observe the arguments and the mechanism that arise in the first and the mechanism that arise in the first discussion characterized by conflict and in the last discussion characterized by collaborative. There is a significant changing toward the relationship pattern of supervisor function between. Pacitan government regency and the house of territorial representative in Pacitan Regency that is indicating by there inexistence of responsibility report from the regent and it is changed by the report of explanatory responsibility from the regent and this changing. Already give influence toward the relationship pattern between Pacitan government regency and the house of territorial representatives.
