Perencanaan pembangunan hutan pada level Unit Pengelolaan Hutan Terkecil :: Studi kasus di RPH Jenggotan, KPH Pati, Perum Perhutani Unit I Jawa Tengah

Pembangunan kehutanan selama ini masih menempatkan kehutanan sebagai sistem yang berdiri sendiri, kurang terintegrasi dengan pembangunan wilayah. Dalam paradigma social forestry kehutanan merupakan salah satu sub-sistem dari sistem pembangunan wilayah. Penelitian ini bertujuan untuk mengetahui permasalahan pembangunan wilayah yang berkaitan dengan sub-sistem kehutanan dan permasalahan sub-sistem kehutanan itu sendiri serta merumuskan rekayasa dan rencana pengelolaan untuk ikut memecahkan permalahan tersebut. Penelitian ini dilakukan pada bulan Oktober 2004 di Resort Pemangkuan Hutan (RPH) Jenggotan, Kesatuan Pemangkuan Hutan (KPH) Pati, Perum Perhutani Unit I Jawa Tengah. Permasalahan pembangunan wilayah dirumuskan dengan menganalisis kebutuhan dasar penduduk (pangan, pakan ternak, kayu bakar, kayu pertukangan, dan lapangan kerja). Permasalahan sub-sistem kehutanan dideskripsi dengan melihat keadaan struktur kelas hutan serta kondisi lapangan. Dari hasil analisis diperoleh bahwa permasalahan pembangunan wilayah disekitar RPH Jenggotan adalah adanya defisit kayu bakar, defisit kayu pertukangan, rendahnya kepemilikan lahan untuk pertanian, dan tingginya angka pengangguran. Permasalahan yang ada pada sub-sistem kehutanan adalah luasnya kelas hutan tidak produktif dan tingginya tekanan penduduk terhadap lahan untuk pertanian. Model pemecahan diarahkan pada peningkatan produktivitas kawasan hutan, perluasan lahan garapan di kawasan hutan untuk menambah lapangan kerja sekaligus peningkatan produksi pangan dan keamanan hutan, dan pengelolaan kawasan dengan penekanan fungsi lindung dengan pendekatan Forest Ecosystem Management (FEM). Pelaksanaannya dengan mengadopsi Pola Management Regimes yang telah diujicobakan di KPH Madiun dengan modifikasi. Direncanakan dalam lima tahun ke depan seluruh kawasan hutan RPH Jenggotan dapat kembali menjadi full stocked dan petani dapat menggarap lahan untuk pertanian lebih lama. Pelaksanaan kegiatan di lapangan direncanakan melibatkan maysarakat dan Pemerintah Daerah.

Forestry development has been putting forestry as a system which not integrated with rural development. In social forestry paradigm, forestry has been putting as a subsystem from regional development system. The objectives of the research are identify problems in rural development related to forest sub-system, identify problems in the forestry sub-system itself, and formulate the management plan to solve those problem. This research was conducted in October 2004 in the Smallest Forest Management Unit (RPH) of Jenggotan, Forest District (KPH) of Pati, Unit I Central Java Perum Perhutani (Forestry State Company). The problem of rural development was identified and formulated based on the need assessment of the basic needs of people (food, fodder, fuel, wood, and employment). The problem in forestry sub-system was described based on the forest structure and field condition. The result showed that the problems in rural development were deficit of fuel, deficit of wood, low ownership of land for agriculture, and excessive amount of unemployment. The problems in forestry sub-system were extensive non productive forest areas, and massive population pressure to the forest land for agriculture. The solution model was directed to increase the productivity of the forest areas, increasing the arable land for agriculture in the forest areas to increase food productivity, employment, and to protect the forest; and implement Forest Ecosystem Management (FEM) approach for forest area which focused for protected environment. This model adopted Management Regime which has been tested as a pilot project in KPH Madiun with modification to the typology on RPH Jenggotan. It is expected that the whole forest areas in RPH Jenggotan will reach full stocked in five years and the farmers will have longer right to cultivate productive land in the forest area. The implementation of this plan will involve local government and local community.
