Fungsi Dinas Pendidikan Kabupaten Sleman dalam rangka pelaksanaan wajib belajar sembilan tahun

Penelitian ini bertujuan untuk mengetahui peranan yang dilakukan oleh Dinas Pendidikan Kabupaten Sleman dalam rangka pelaksanaan Program Wajib Belajar Sembilan Tahun, mengetahui kendala-kendala yuridis dalam pelaksanaan Program Wajib Belajar Sembilan Tahun serta menemukan upaya-upaya yuridis dalam rangka mengatasinya. Penelitian ini menggunakan jenis penelitian normatif, yaitu penelitian yang dilakukan dengan cara meneliti bahan pustaka atau data sekunder, yang didukung oleh data empiris. Penelitian ini bersifat deskriptif yang diterapkan dengan teknik pengumpulan data wawancara yang mendalam, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa Pelaksanaan Wajib Belajar Sembilan Tahun di Kabupaten Sleman, sudah dianggap berhasil. Hal itu didasarkan pada angka partisipasi kasar (APK), atau angka masuk sekolah yang sudah tinggi. Untuk SD, APK mencapai 106,89% dan APM mencapai 91,85%. Untuk tingkat SMP APK mencapai 101,03% dan APM hanya 76,32%. Untuk angka putus sekolah pada siswa SD sebesar 0,15% dan SMP 0,46%. Sedangkan Angka Mengulang pada tingkat SD sebesar 4,26% dan pada tingkat SMP sebesar 0,52%. Kesimpulan penelitian ini adalah bahwa Fungsi Dinas Pendidikan Kabupaten Sleman telah mampu melaksanakan Program Wajar Sembilan Tahun, namun masih terdapat kendala-kendala yuridis, yaitu belum adanya undangundang khusus yang mengatur tentang Wajib Belajar Sembilan Tahun sehingga perlu upaya-upaya yuridis yang ditempuh oleh Dinas Pendidikan Kabupaten Sleman dalam mengatasi kendala-kendala dalam rangka pelaksanaan Program Wajar Sembilan Tahun yaitu mengacu kepada peraturan perundang-undangan yang relevan, terkait dengan Program Wajar Sembilan Tahun.

The research aims to investigate the role of the Education Service of Sleman regency in the implementation of the 9-years compulsory education program, the juridical problems in the implementation, and the measures to overcome these problems. The research adopts the normative research, thas is the research was done by library material learning and secondary data, that was supported by empirical data. This research used descriptive research methods that was applied by indepth interview, observation, and documentation data collecting methods. The research results show that the implementation of the 9-years compulsory education program in Sleman regency is successful. The evidences are the rough participation index (APK), or the school admission index, which are relatively high. For elementary School, the APK index is 106.89% and APM index is 91.85%. For Junior High School, the APK index is 101.03% and the APM index is only 76.32%. Meanwhile, the drop out index for elementary school students is 0.15% and Junior High School student 0.46%. Remedial Index at Elementary School level is 4.26% and at Junior High School level 0.52%. The research concludes that the function of the Education Service of Sleman regency is successfully performed in the implementation of the 9-years compulsory education although there are still some legal problems such as lack of specific rules that regulate the 9-years Compulsory Education Program. Therefore, it needs juridical measures by the Education Service of Sleman regency to overcome these problems, for instance, by referring to rules of law relevant and related to the 9-years Compulsory Education Program.
