The Banda Neira Islands face a wave of tourism moving far faster than their governance can keep pace with. Triggered by a single video of a pod of melon-headed whales recorded by a local tour guide and viewed eleven million times, the footage drew a surge of domestic tourists to a small island cluster long marginalized from national attention. That surge arrived alongside planning from the center. The Ministry of Investment drafted the Breda Pala Resort in 2022, covering Nailaka Island and part of the Rhun Island coastline. Beyond that, Bappenas ratified the Banda Neira Area Development and Spatial Masterplan 2025-2045 in early 2025. These conditions caused much of the coastal land to pass into the hands of outside capital at prices far below its strategic value. Sacred sites that had long marked residents’ customary land rights entered the zoning map as land awaiting capital.

This research asks who stands in the gap between central government planning institutions and the ground-level community on the islands, and what these people do from that position. The aim of this research is to formulate a category of brokerage capable of explaining the work of peripheral local actors who use an intermediary position to strengthen their community’s sovereignty. Four actors form the axis of this study, namely Bung Memet in Neira, Bang Burhan in Banda Besar, and Tata Ida and Mas Jeki on Ay Island.

This research uses critical ethnography through a Participatory Action Research approach and Michael Burawoy’s Extended Case Method, which treats the single case as an entry point for reconstructing established theory. Data was gathered across three departures to the Banda Islands from 2023 to 2025, with a total of eleven months spent lodging with “keluarga piara” (host families) and travel across six of the seven inhabited islands. Data collection rested on participatory observation and in-depth interviews, supported by a reading of state planning documents. The researcher’s position shifted over the course of fieldwork, from guest to “anak piara” (informally adopted kin), and that shift is treated as data on how the Banda community binds outsiders into its web of kinship.

This research yields four findings. First, Bung Memet used his position within the KUA’s structure to lock in the religious-space status of a sacred grave site caught up in the resort plan, so that the state’s legal stamp functioned as a spatial barricade. Second, Bang Burhan tended Paparisa in Banda Besar as a discussion space that preserved residents’ collective memory while holding back the pace of commercial tourism commodification. Third, Tata Ida managed the arrival of city volunteers at MA Sairun by turning guests into problem-solvers for the village, and from that position shifted the village’s patriarchal bureaucratic barriers from within. Fourth, Mas Jeki translated academic language into the logic of customary resistance on Ay Island, giving residents both a name and a legal basis for the injustice they had long felt.

These four patterns of work are formulated into the “Emancipatory Broker,” a social-political brokerage practice driven by organic intellectuals of the peripheral class to convert their cultural and symbolic capital into access to knowledge and legal instruments from the center, then channel the results back to the community as a counter-discourse to the Bappenas Masterplan and as a formulation of community-based tourism that residents choose for themselves. This nomenclature inverts Olivier de Sardan’s thesis of the Development Broker, which reads local intermediaries as rent-seekers exploiting informational asymmetry. The four actors’ work unfolds as a mutually patching ecosystem, in which the weakness of one node is propped up by the strength of another, in keeping with Ronald Burt’s reading of structural holes. The maxim “come as a guest, return as kin” that lives on in Banda becomes the moral foundation for that tourism formulation.
