Pembangunan pasar dengan sistem Build Operate Transfer (BOT) :: STudi kasus Pasar klewer Kota Surakarta

This research attemps to calculate and the potency analyse, efficiency, and effectivicness the market retribution in Yogyakarta city. Data set during 2001- 2004 periods was used to examine the charge performance. This research was done because low contribution revenue of market retribution to PAD 2001-2004. The revenue from the market retribution was supposed to cotribute 8,82% (2001), 6,56% (2002), 5,75% (2003), 5,25% (2004). The result of this research indicate that the market potency retribution in Yogyakarta city during four years was Rp9.866.482.380,00 (2001), Rp10.752.842.520,00 (2002), Rp10.174.114.080,00 (2003), Rp10.165.708.080,00 (2004). The efficiency rate of the market retribution 2001-2004 that calculate with CCER metodology not depreciation cost everages was 94,4%. The efficiency rate of the market retribution that calculate with CCER metodology with depreciation cost everages was 110,7%. The effeciency rate of the market retribution that calculate with cost budget not depreciation cost to revenue budget ratio everage was 105%. The eficiency of the market retribution that calculate with cost budget plus depreciation cost to revenue budget ratio everage was 121,89%. The effectivicness rate of the market retribution 2001-2004 that calculate with CPI metology everage was 104,7%. The effectivicness rate of the market retribution that calculate with revenue budget to revenue potency everage was 35,9%.

The purpose of internship discussed about a case which faced by research object and gave an alternative solution for that case. Research object in this internship is Surakarta Local Government (Pemkot Surakarta) that had budget deficit while one of economic infrastructure at the city, Pasar Klewer, its condition didn’t conducive for trading activities. The case that was discussed in this internship was, how the local government can finance Pasar Klewer renovation while the local government had budget deficit? The writer collected data through literature review, news clipping from local newspaper dan inquiry with official who related with. The data was processed and the writer made a conclusion that the local government had planned to renovate Pasar Klewer but that plan just a discourse. Because of less coordination at field and the journalists blew up the news, almost of the merchant at the market rejected that renovation plan. The legislative interceded in the conflict between local government and the merchant and decided that planned must be potsponed at Juli 2004. Until Juli 2005, there were no changes at the market and market’s condition still the same, the old buildings, overloaded merchant so they traded along the aisle and the ladder of the market and the last traffic jam around the market because of motorcycles parking and the merchants that traded in front of the market. Because of budget deficit in 2005, local government couldn’t finance market renovation as soon. The writer gave an alternative solution for financing market renovation with one of types local partnership. The type was Built Operate Transfer (BOT) systems cooperation. The writer made a BOT systems cooperation design with hope the design could give advantages for local government and investor. The design included risk valuation, the parties who involved and mechanism of BOT systems cooperation
