During the emergency response phase, fulfilling evacuees’ needs depends on the ability of the disaster logistics system to allocate and distribute relief supplies rapidly and appropriately. However, limited inventory and transportation capacity may lead to inventory imbalances and relief shortages at several shelter locations. This study develops a multiperiod Inventory Routing Problem (IRP) model with lateral transshipment among shelters as well as heterogeneous vehicles with different capacities and operating costs.
The model is formulated as a multi-objective optimization problem with two objective functions, minimizing total distribution travel time and total logistics cost, which consists of shortage cost and operation cost. The model is solved using the exact epsilon-constraint method for small-scale instances and the Multi-Objective Simulated Annealing (MOSA) metaheuristic for larger-scale instances. The quality of the MOSA Pareto front is evaluated using the hypervolume metric, and the solutions generated by both methods are compared using the same datasets.
The results show that the model can generate alternative nondominated solutions representing the trade-off between distribution speed and total logistics cost through different relief allocation, routing, and vehicle utilization decisions. For small datasets, the exact method produces better solution quality than MOSA. However, MOSA demonstrates a significant advantage in computation time as the problem size increases. For the 4 shelter dataset, the exact method requires 177.3 minutes, while MOSA requires only 1.58 minutes, reducing computation time by 99.1% or approximately 112 times faster. For the 5 shelter dataset, the exact and MOSA computation times are 1,028.5 minutes and 1.57 minutes, respectively, resulting in a 99.8% reduction in computation time or approximately 655 times faster. MOSA is also capable of generating solutions for datasets of up to 22 shelters within 8.05 minutes. The sensitivity analysis shows that an increase in the number of evacuees directly increases the shortage cost, while changes in operation cost result in corresponding changes in the total operating cost. Changes in both parameters may also affect route configurations and vehicle utilization.
