Selected fill material in road construction still relies on excavated geomaterials, so alternative materials such as fly ash and bottom ash (FABA) from coal-fired power plants are needed. The characteristics of FABA depend on the coal source and combustion conditions, and studies in Indonesia on pure FABA mixtures as fill material remain limited. This study aims to evaluate the physical and chemical characteristics, compaction, and California Bearing Ratio (CBR) of FABA mixtures from PT POMI as a replacement for selected road fill. Pure FABA mixtures, without soil, cement, lime, or other additives, were prepared in six compositions, K1 to K6, with fly ash : bottom ash ratios from 100% : 0% to 0% : 100% at 20% intervals. The tests included specific gravity, sieve analysis, SEM-EDS, XRF, standard Proctor, and soaked CBR. The results show that specific gravity increased from 2.47 for K1 to 2.57 for K6. The material is classified as Class F fly ash according to ASTM C618-19, with a CaO content of 7.27% to 8.25%. From K1 to K4, maximum dry density increased from 1.69 to 1.92 g/cm^3, while optimum moisture content decreased from 12.82% to 10.73%. Soaked CBR increased from 7.4% for K1 to 10.6%, 13.5%, and 48.2% for K2, K3, and K4. K5 and K6 did not produce valid Proctor curves because water drained out of the mold due to the dominance of coarse, porous fractions. Based on the 2025 Bina Marga General Specifications, K2, K3, and K4 meet the minimum CBR of 10% for fine-grained selected fill, and only K4 meets the minimum CBR of 30% for coarse-grained selected fill. The increases in density and CBR are most likely influenced more by gradation, particle morphology, and interlocking than by chemical reactions. The results were also compared with previous studies in terms of specific gravity, particle size, compaction, and CBR.
