Persistensi Aksi Kolektif dalam Menolak Kebijakan Tambang Semen (Studi Pada Kecamatan Gunem, Kabupaten Rembang)

Penelitian ini menganalisis bagaimana aksi kolektif
masyarakat Gunem mampu bertahan secara persisten dalam menolak aktivitas pertambangan
semen di tengah biaya partisipasi yang terus muncul. Dalam perspektif Olson,
tingginya biaya partisipasi dan sifat manfaat yang diperjuangkan sebagai collective
good dapat meningkatkan kecenderungan free riding dan melemahkan
keterlibatan, tetapi kondisi tersebut tidak terjadi pada masyarakat Gunem.
Penelitian menggunakan pendekatan kualitatif melalui wawancara, observasi,
serta analisis dokumen. Data dianalisis mengacu pada Miles et al. (2014)
melalui kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian
menunjukkan bahwa regulatory capture mempertahankan orientasi kebijakan yang tetap
memberikan ruang bagi kepentingan industri sehingga persoalan yang menjadi
dasar penolakan masyarakat tidak terselesaikan secara substantif. Kondisi tersebut
mempertahankan alasan untuk terus bertindak sekaligus menghasilkan biaya berupa
represi dan ketidakpastian hasil perjuangan. Persistensi aksi kolektif ditopang
oleh kepentingan mempertahankan ruang hidup dan adaptasi strategi, nilai dan
identitas kolekitf melalui filosofi menjaga Ibu Bumi, deliberasi dan pembagian
peran, serta kapasitas koordinator. Temuan utama menunjukkan bahwa koordinator
menjadi simpul koordinasi yang berperan dalam mengembangkan adaptasi taktik,
menjaga solidaritas yang bertumpu pada nilai komunitas, serta memfasilitasi
deliberasi dan pembagian peran untuk menopang keberlanjutan aksi kolektif.
This study analyzes how the collective action of the Gunem community has persisted in opposing cement mining activities amid continuously emerging participation costs. From Olson’s perspective, high participation costs and the nature of the benefits being pursued as a collective good can increase the tendency toward free riding and weaken participation, yet this condition did not occur among the Gunem community. This study employs a qualitative approach through interviews, observation, and document analysis. The data were analyzed based on Miles et al. (2014) through data condensation, data display, and conclusion drawing. The findings show that regulatory capture sustains a policy orientation that continues to provide space for industrial interests, leaving the underlying issues that prompted community opposition substantively unresolved. This condition preserves the reasons for continued action while simultaneously generating costs in the form of repression and uncertainty regarding the outcomes of the struggle. The persistence of collective action is supported by the interest in defending living space and adapting strategies, collective values and identities through the philosophy of protecting Mother Earth, deliberation and division of roles, as well as the capacity of the coordinator. The main finding shows that the coordinator functions as a coordination hub that contributes to developing tactical adaptation, maintaining solidarity rooted in community values, and facilitating deliberation and division of roles to sustain collective action.
