Dinamika Ketidakpastian Kebijakan Ekonomi dan Friksi Keagenan: Analisis Panel terhadap Kepemilikan Kas dan Investasi

Penelitian ini menganalisis dinamika hubungan antara Ketidakpastian Kebijakan Ekonomi (Economic Policy Uncertainty/EPU) dengan kepemilikan kas dan investasi perusahaan, serta menguji peran moderasi konflik keagenan pada hubungan tersebut. Penelitian ini dimotivasi oleh celah literatur yang teridentifikasi melalui pemetaan bibliometrik, yaitu belum adanya kajian yang menghubungkan ketidakpastian kebijakan ekonomi, keputusan keuangan korporasi, dan friksi keagenan secara terintegrasi, khususnya dalam konteks perbandingan negara maju dan negara berkembang. Sampel penelitian terdiri dari perusahaan non-keuangan di 30 negara (19 negara maju dan 11 berkembang) selama periode 2008–2024, dengan menggunakan metode estimasi regresi panel Ordinary Least Squares fixed effects dua arah sebagai model utama, serta System Generalized Method of Moments (SYS-GMM) sebagai uji ketahanan untuk mengatasi masalah endogenitas pada data panel dinamis, didukung pula uji ketahanan lintas proksi dan spesifikasi model. Hasil penelitian menunjukkan adanya divergensi respons manajerial terhadap EPU antara kedua kelompok negara. Di negara maju, peningkatan EPU mendorong penimbunan kas dan penurunan investasi, konsisten dengan precautionary motive dan real options theory. Sebaliknya di negara berkembang, EPU justru menurunkan kepemilikan kas dan meningkatkan investasi. Hal ini mengindikasikan perilaku manajerial yang memanfaatkan gejolak kebijakan sebagai peluang strategis. Konflik keagenan terbukti memoderasi hubungan tersebut secara signifikan di negara berkembang, memperkuat baik hubungan negatif EPU-kas maupun hubungan positif EPU-investasi, namun tidak signifikan di negara maju. Hasil tersebut konsisten dan robust di seluruh proksi dan metode estimasi yang digunakan. Temuan ini mengindikasikan bahwa infrastruktur tata kelola yang matang di negara maju menggantikan (mensubstitusi) peran moderasi konflik keagenan. Penelitian ini berkontribusi memperluas teori keagenan dengan menegaskan sifatnya yang kontekstual terhadap kualitas institusional, serta memberikan implikasi praktis bagi manajemen, investor, dan regulator .

This study analyzes the dynamics of the relationship between Economic Policy Uncertainty (EPU) and corporate cash holdings and investment, and examines the moderating role of agency conflicts in this relationship. This research is motivated by a literature gap identified through bibliometric mapping: the absence of studies linking economic policy uncertainty, corporate financial decisions, and agency frictions in an integrated manner, particularly in the comparative context of developed and developing countries. The study sample consists of non-financial companies in 30 countries (19 developed and 11 developing countries) over the period 2008–2024. A two-way Ordinary Least Squares fixed effects panel regression is used as the main estimation model, while the System Generalized Method of Moments (SYS-GMM) is employed as a robustness check to address endogeneity issues in dynamic panel data, further supported by robustness tests across proxies and model specifications. The results show a divergence in managerial responses to EPU between the two groups of countries. In developed countries, an increase in EPU encourages cash hoarding and a decrease in investment, consistent with the precautionary motive and real options theory. In contrast, in developing countries, EPU actually decreases cash holdings and increases investment, indicating managerial behavior that exploits policy volatility as a strategic opportunity. Agency conflict is shown to significantly moderate this relationship in developing countries, strengthening both the negative EPU-cash relationship and the positive EPU-investment relationship, but is insignificant in developed countries — a consistent and robust result across all proxies and estimation methods used. This finding indicates that mature governance infrastructure in developed countries substitutes for the moderating role of agency conflict. This research contributes to extending agency theory by emphasizing its contextual nature with respect to institutional quality, and provides practical implications for management, investors, and regulators.
