Penelitian ini mengevaluasi tata kelola Anggaran Dana
Alokasi Khusus (DAK) di Kota Sorong, Provinsi Papua Barat Daya, periode
2019-2024 melalui perspektif teori birokrasi dan New Public Management (NPM).
akuntabilitas (EETA) pengelolaan DAK.
Kesimpulannya,
reformasi birokrasi melalui sistem KRISNA telah meningkatkan standarisasi tata
kelola, tetapi prinsip EETA belum terwujud secara substantif, sehingga
pemerintah daerah perlu mengembangkan sistem evaluasi berbasis outcome serta
memperkuat partisipasi masyarakat dan koordinasi antar-organisasi perangkat
daerah.
This study evaluates the governance of the Special Allocation Fund (SAF) budget in Sorong City, Southwest Papua Province, over the 2019-2024 period through the lens of bureaucracy theory and New Public Management (NPM). The background of this study is the persistent gap between SAF budget realization and the achievement of development outcomes at the local level, amid fluctuating local leadership dynamics. The problem formulation focuses on evaluating the effectiveness, efficiency, transparency, and accountability (EETA) of SAF management. The novelty of this study lies in integrating EETA analysis with bureaucratic reform and local leadership dynamics within a single case-study analytical framework, an approach that has rarely been explored at the city level in the Southwest Papua region. This study uses a descriptive-qualitative case study method reinforced by descriptive quantitative secondary data analysis, with primary data from semi-structured interviews with seven informants and secondary data comprising local budget documents, SAF realization reports, and audit results from the Audit Board of the Republic of Indonesia (BPK) for 2019-2024. The findings show that SAF budget realization reached 67.80-95.28 percent and contributed to an increase in the Human Development Index from 77.84 to 80.55, although program success evaluation remains oriented toward output and administrative compliance rather than outcomes. In conclusion, bureaucratic reform through the KRISNA system has improved the standardization of governance, but the EETA principles have not yet been substantively realized, so the local government needs to develop an outcome-based evaluation system and strengthen community participation and coordination among regional government units.
