Dinamika Transformasi Digital Dalam Pengelolaan Pariwisata di Kabupaten Manggarai Barat

Penelitian ini bertujuan menganalisis dinamika transformasi digital dalam pengelolaan pariwisata di Kabupaten Manggarai Barat serta mengidentifikasi faktor-faktor yang memengaruhi hasil transformasi tersebut. Penelitian menggunakan kerangka transformasi digital Vial (2019) dengan pendekatan kualitatif studi kasus. Data diperoleh melalui wawancara mendalam terhadap 18 informan yang mewakili pemerintah dan lembaga publik, pelaku usaha pariwisata, UMKM, komunitas lokal, dan wisatawan, serta didukung oleh observasi dan analisis dokumen. Data dianalisis menggunakan analisis tematik berbantuan NVivo 14 Plus. Hasil penelitian menunjukkan bahwa transformasi digital berlangsung melalui perubahan perilaku wisatawan, pola persaingan, penggunaan data, respons strategis berbagai aktor, serta pemanfaatan teknologi dalam pelayanan, pemasaran, komunikasi, dan pengelolaan pariwisata. Namun, proses tersebut belum berlangsung secara seragam dan terintegrasi karena perbedaan kapasitas, sumber daya, infrastruktur, dan posisi kelembagaan antaraktor. Hasil transformasi dipengaruhi oleh kapasitas dan kesiapan aktor, kondisi teknologi dan infrastruktur, inovasi dan tekanan pasar, kualitas koordinasi dan kolaborasi, serta kondisi sosial-ekonomi lokal. Sintesis temuan menghasilkan tiga proposisi, yaitu Asymmetric Capacity, Hybrid Governance, dan Uneven Value Distribution, sebagai elaborasi kontekstual terhadap kerangka Vial (2019). Kontribusi terhadap Administrasi Publik terletak pada pemahaman transformasi digital sebagai proses tata kelola relasional yang dibentuk oleh kapasitas antaraktor, koordinasi lintas kewenangan, dan distribusi nilai.
This study aims to analyze the dynamics of digital transformation in tourism governance in West Manggarai Regency and to identify the factors shaping its outcomes. The study applies Vial's (2019) digital transformation framework using a qualitative case study approach. Data were collected through in-depth interviews with 18 informants representing government and public institutions, tourism businesses, micro and small enterprises, local communities, and tourists, complemented by observations and document analysis. The data were analyzed using thematic analysis supported by NVivo 14 Plus. The findings show that digital transformation has unfolded through changes in tourist behavior, competitive patterns, data use, strategic responses by multiple actors, and the adoption of technology in tourism services, marketing, communication, and management. However, the process has not developed uniformly or become fully integrated due to differences in actor capacities, resources, infrastructure, and institutional positions. Transformation outcomes are shaped by actor capacity and readiness, technological and infrastructural conditions, innovation and market pressures, the quality of coordination and collaboration, and local socio-economic conditions. The synthesis of the findings generates three propositions: Asymmetric Capacity, Hybrid Governance, and Uneven Value Distribution, as a contextual elaboration of Vial's (2019) framework. The contribution to Public Administration lies in understanding digital transformation as a relational governance process shaped by inter-actor capacities, coordination across institutional jurisdictions, and value distribution.
