“Pembangunan Ekonomi di Persimpangan Korupsi Analisis Non Linear Hipotesis Sand The Wheels dan Grease The Wheels Berdasarkan Tingkat Pendapatan Per Kapita dan Kualitas Kelembagaan”

Hubungan antara korupsi dan pembangunan ekonomi masih menjadi perdebatan dalam literatur, terutama mengenai apakah korupsi secara konsisten menghambat aktivitas ekonomi atau dalam kondisi tertentu justru dapat berfungsi sebagai mekanisme informal yang mengurangi hambatan birokrasi. Ketidakkonsistenan temuan tersebut mengindikasikan bahwa dampak korupsi kemungkinan bersifat non-linear dan heterogen menurut tingkat perkembangan ekonomi serta kualitas kelembagaan. Penelitian ini menganalisis hubungan non-linear antara korupsi dan PDB per kapita pada 107 negara selama periode 2012 hingga 2022 dengan membedakan negara berdasarkan empat kelompok pendapatan World Bank. Penelitian juga menguji peran kualitas kelembagaan sebagai moderator melalui interaksi antara korupsi dan kualitas kelembagaan. Estimasi utama menggunakan Prais-Winsten regression dengan Panel-Corrected Standard Errors (PCSE).

Hasil menunjukkan bahwa hubungan korupsi dan pembangunan ekonomi berbeda secara substantif antar kelompok pendapatan. Negara berpendapatan tinggi menunjukkan hubungan berbentuk U, yang mengindikasikan dominasi mekanisme Sand the Wheels pada tingkat awal hingga menengah korupsi. Sebaliknya, negara berpendapatan rendah menunjukkan hubungan inverted U, yang memberikan dukungan terhadap keberadaan mekanisme Grease the Wheelspada tingkat korupsi yang relatif rendah, sebelum dampaknya berubah menjadi negatif pada tingkat korupsi yang lebih tinggi. Pada negara berpendapatan menengah ke atas, hubungan non-linear tidak signifikan dalam estimasi PCSE, sedangkan pada negara berpendapatan menengah ke bawah ditemukan hubungan U shaped yang lebih terbatas.

Hasil pengujian moderasi menunjukkan bahwa kualitas kelembagaan memoderasi hubungan non-linear antara korupsi dan PDB per kapita. Interaksi antara korupsi dan kelembagaan kuat berpengaruh negatif, sedangkan interaksi komponen kuadratiknya berpengaruh positif dan signifikan, yang menunjukkan bahwa kualitas kelembagaan mengubah arah dan besarnya hubungan non-linear antara korupsi dan pembangunan ekonomi.

 Temuan ini menegaskan bahwa hubungan korupsi dan pembangunan ekonomi tidak dapat dipahami melalui pendekatan universal, melainkan perlu mempertimbangkan tahap pembangunan dan konteks kelembagaan masing-masing negara.


The relationship between corruption and economic development remains debated in the literature, particularly regarding whether corruption consistently hinders economic activity or, under certain conditions, can function as an informal mechanism that reduces bureaucratic barriers. The inconsistency of previous findings indicates that the impact of corruption is likely to be nonlinear and heterogeneous across levels of economic development and institutional quality. This study analyzes the nonlinear relationship between corruption and GDP per capita in 107 countries over the period 2012 until 2022 by distinguishing countries into four World Bank income groups. The study also examines the role of institutional quality as a moderator through the interaction between corruption and institutional quality. The main estimation employs Prais-Winsten regression with Panel-Corrected Standard Errors (PCSE), while Quantile Regression is used as a robustness test to identify heterogeneity in the relationship across the distribution of GDP per capita.

The results show that the relationship between corruption and economic development differs substantially across income groups. High-income countries exhibit a U shaped relationship, indicating the dominance of the Sand the Wheelsmechanism at relatively low to moderate levels of corruption. In contrast, low-income countries exhibit an inverted U shaped relationship, providing support for the Grease the Wheels mechanism at relatively low levels of corruption, before the effect becomes negative at higher levels of corruption. In upper-middle-income countries, the nonlinear relationship is not statistically significant in the PCSE estimates, whereas lower middle income countries exhibit a more limited U-shaped relationship.

The moderation results show that institutional quality moderates the nonlinear relationship between corruption and GDP per capita. The interaction between corruption and strong institutions has a negative effect, while the interaction between strong institutions and the squared corruption term has a positive and statistically significant effect. These findings indicate that institutional quality alters both the direction and magnitude of the nonlinear relationship between corruption and economic development.

Robustness checks using Quantile Regression generally confirm the main pattern but also reveal that the relationship is not uniform across the distribution of GDP per capita. These findings indicate that the relationship between corruption and economic development cannot be understood through a universal approach but needs to account for differences in the stage of development and institutional context of each country.
