Sejak reformasi tahun1998 telah terjadi perubahan yang signifikan dimana terlihat posisi masyarakat kuat dan telah terbuka ruang partisipasi bagi masyarakat sehingga masyarakat adat di Papua telah melakukan berbagai aksi protes kepada Pemerintah. Konflik serupa juga terjadi di Merauke yakni konflik tanah adat dalam kawasan tanah bandara Merauke antara masyarakat adat Marind Mbuti dan Pemerintah. Lembaga Musyawarah Adat Marind Imbuti terlibat untuk mengelola konflik dimaksud, dan untuk mengetahui akar permasalahan, penulis melakukan penelitian dengan judul “Lembaga Musyawarah Adat Marind Imbuti dan Konflik Tanah, dengan masalah penelitian adalah : (1). Bagaimana anatomi konflik tanah kasus Bandara di Distrik Merauke, (2). Bagaimana kapasitas LMA Marind Imbuti dalam pengelolaan konflik tanah kasus Bandara di Distrik Merauke. Dengan adanya perbedaan persepsi tentang tanah antara masyarakat adat dan pemerintah maka, terjadi konflik. Konflik menurut Miall dalam Ngadisah, (2003:132), adalah aspek instristik dan tidak mungkin terhindarkan dalam perubahan sosial, merupakan sebuah ekspresi heterogenitas kepentingan, nilai dan keyakinan yang muncul sebagai formasi baru yang ditimbulkan oleh perubahan sosial. Tanah bagi masyarakat Irian Jaya menurut PM. Laksono,dkk, (1998:46-47), adalah milik kelompok. Akan tetapi dalam hal ini kelompok pun harus dilihat secara luas. Konsep kelompok tidak hanya meliputi mereka yang hidup sekarang saja, melainkan termasuk juga mereka yang saat ini belum lahir. Selain itu Loekman, (1995:72), bahwa salah satu sengketa tanah pada saat ini adalah masalah ganti rugi tanah, dan konflik tanah bisa berubah-ubah menjadi konflik yang penuh kekerasan. Dalam penulisan ini penulis menggunakan metode penelitian deskriptif untuk menggambarkan keadaan sebenarnya dan apa adanya tentang anatomi konflik tanah dan kapasitas LMA Marind Imbuti mengelola konflik tanah adat di distrik Merauke. Unit analisa adalah Kantor : Bandara, Distrik Merauke, Sekretariat Daerah Kabupaten Merauke, DPRD, Kelurahan dan masyarakat. Sedangkan unit analisis adalah para Kepala Seksi, para Lurah, Kepala Distrik, Kepala Bagian Pemerintah dan Kepala Bagian Hukum Setda, Kepala BPN, Kepala Bandara, Ketua DPRD, tokoh adat dan tokoh masyarakat. Berdasarkan hasil penelitian konflik tanah terjadi karena belum ada pengakuan dan belum ada penggantian kerugian harga tanah bagi masyarakat adat Mbuti dari marga : Mahuze, Gebze, Balagaize dan Kaize. LMA Marind Imbuti diakui untuk mengelola konflik tanah dimaksud sesuai kapasitasnya namun terlihat konflik terus dilakukan karena pemerintah belum bersedia membayar uang tanah kepada pemilik tanah adat. LMA gagal menyelesaikan konflik tanah adat kawasan Bandara Merauke karena ada unsur kepentingan dalam internal lembaga tersebut dan posisinya dalam masyarakat adat Marind Mbuti. Berdasarkan uraian diatas LMA Marind Imbuti belum mampu mengelola konflik tanah adat kawasan bandara Merauke dan ada kecenderungan LMA tetap memobilisasi masyarakat adat untuk melakukan konflik Dengan demikian maka, diperlukan adanya keterlibatan pihak LSM dan juga Pemerintah Daerah untuk berperan mengelola konflik secara efisien dan efektif dengan tetap memberdayakan dan mendampingi LMA Marind Imbuti.

Similar conflict is also happened in Merauke namely conflict of custom land;ground in area of land;ground of airport Merauke between society of custom of Marind Mbuti and Government. Institute The Deliberation of Custom of Marind Imbuti involved to manage the such conflict, and to know the problems root, writer do the research with the title " Institute The Deliberation of Custom of Marind Imbuti and Land;Ground Conflict, with the research problems are : (1). How anatomy of conflict of custom land;ground in airport Merauke, (2). How capacities of LMA Marind Imbuti in management of conflict of custom la nd;ground in airport Merauke. With the existence of perception difference about land;ground of between custom society and governmental hence, happened by the conflict. Conflict of according to Miall in Ngadisah, (2003:132), is aspect instristik and not possible to be obviated in social change, representing a expression of heterogenitas importance, assess and confidence which emerge as new formation generated by social change. Land;Ground for Glorious society Irian according to PM. Laksono,Dkk, (1998:46-47), is group property. However in this case group even also have to be seen widely. Conception the group do not only cover those who just live now, but the inclusive of also those who are unborn in this time. In this writing is writer use the descriptive research method to depict the circumstance in fact and what the existence of about anatomy of conflict of land;ground and capacities of LMA Marind Imbuti manage the conflict of custom land;ground in canton Merauke. Unit analyse is Office : Airport, Canton Merauke, Secretariat of Area of Regency Merauke, DPRD, Chief of village and society. While unit analyse is all Sexy Head, all Chief Of Village, Lead The Canton, Governmental Superintendent and Superintendent Punish The Setda, Lead The BPN, Lead The Airport, Chief DPRD, figure of custom and elite figure. Pursuant to result of research of land;ground conflict happened because not yet there is confession and not yet there is restitution of land price for society of custom Mbuti from clan : Mahuze, Gebze, Balagaize And Kaize. LMA Marind Imbuti confessed to manage the such land;ground conflict according to its capacities is but seen by a conflict non-stoped to be done because Government not yet readied to pay for the land;ground money to land owner custom. LMA fail to finish the conflict of land;ground of custom of area of Airport Merauke of caused by importance element in internal of the institute and its position in society of custom of Marind Mbuti. Pursuant to above description of LMA Marind Imbuti not yet able to manage the conflict of land;ground of custom of area of airport Merauke and there is tendency of LMA of mobiliza-tion of custom society remain to to conduct the conflict. Thereby hence, needed by the existence of unrightious involvement of LSM as well as Local Government for the sharing to of to manage the conflict efficiently and effective fixed is powered and consort the LMA Marind Imbuti.
