Analisis Perilaku Pengguna Terhadap Kebijakan Teknologi Digital Aplikasi Presensi Online "Smartpresence" : Guru Pegawai Negeri Sipil Sekolah Dasar Di Kecamatan Dusun Selatan Kabupaten Barito Selatan

Perilaku pengguna aplikasi presensi online “Smartpresence” bagi kalangan Aparatur Sipil Negara di Pemerintah Daerah Kabupaten Barito Selatan, khususnya guru Pegawai Negeri Sipil Sekolah Dasar di Kecamatan Dusun Selatan di bawah Dinas Pendidikan telah diamati dan ada indikasi kerumitan penggunaan aplikasi dikarenakan oleh beberapa hal. Mengetahui kendala yang terjadi di lapangan, maka dilakukanlah penelitian ini yang bertujuan untuk menganalisis user acceptance pengguna menggunakan integrasi faktor model UTAUT (Unified Theory of Acceptance and Use of Technology), faktor teknologi digital, dan faktor inovasi kebijakan.

Pendekatan kuantitatif korelasional digunakan untuk mengetahui pengaruh konstruk satu ke konstruk lainnya. Metode analisis menggunakan SEM-PLS (Structural Equation Modeling-Partial Least Squares). Skala Linkert digunakan sebagai alat penelitian untuk menghitung keakuratan hasil penelitian berdasarkan kuesioner yang diisi oleh responden.

Hasil penelitian secara umum menunjukkan bahwa faktor kondisi fasilitas (model UTAUT) dan politik & kepemimpinan (inovasi kebijakan) yang secara signifikan mempengaruhi perilaku penggunaan. Efek moderasi dari jenis kelamin dan usia/generasi/rentang usia masih belum memberikan hasil yang signifikan yang berarti tidak ada perbedaan perilaku penggunaan aplikasi presensi online “Smartpresence” berdasarkan tingkah laku yang dibedakan oleh kriteria tertentu.

User behaviour of the online presence application "Smartpresence" among Civil Servants in the Regional Government of South Barito Regency, especially Civil Servant teachers of Elementary Schools in Dusun Selatan District under the Education Office has been observed and there are indications of complexity in using the application due to several things. Knowing the obstacles that occur in the field, this study was conducted which aims to analyze user acceptance using the integration of UTAUT (Unified Theory of Acceptance and Use of Technology) model factors, digital technology factors, and policy innovation factors.

A quantitative correlational approach uses to determine the influence of one construct on another. The analysis method used SEM-PLS (Structural Equation Modeling-Partial Least Squares). The Linkert scale uses as research tool to calculate the accuracy of the research results based on the questionnaire completed by respondents.

The research results generally indicate that facilitating conditions (UTAUT model) and politics & leadership (policy innovation) significantly influence use behavior. The moderating effects of gender and age/generation/age range have not yet yielded significant results, meaning there is no difference in usage behavior of the online presence application "Smartpresence" based on behavior differentiated by certain criteria.
