Sistem pendukung keputusan untuk menentukan pemekaran kabupaten merupakan program aplikasi yang digunakan oleh pemerintah daerah untuk mengevaluasi calon kabupaten yang layak untuk dimekarkan menjadi suatu kabupaten baru. Evaluasi kelayakan sistem ini dimodelkan berdasarkan pada data kriteria yaitu berupa kemampuan ekonomi, potensi daerah, sosial budaya, sosial politik, jumlah penduduk, luas daerah dan pertimbangan lainnya yang sesuai dengan Peraturan Pemerintah Nomor 129 tahun 2000 tentang persyaratan pembentukan dan kriteria pemekaran, penghapusan, dan penggabungan daerah. Selain itu, evaluasi kelayakan menggunakan sistem penilaian dari 1 sampai dengan 6. Sistem yang dibangun mampu menghasilkan suatu penilaian layak atau tidaknya kabupaten dimekarkan berdasarkan kumulatif angka yang terevaluasi dari sistem. Sehingga sistem ini dapat membantu para pengambil keputusan didalam membuat keputusan untuk menentukan pemekaran kabupaten pada pemerintah propinsi Gorontalo.

Decision support system for blooming regency determination is an application program used by government for evaluating whether the competent candidates is feasible to become a new regency. The system evaluates the feasibility by developing models that are pursuant to the criterion data are in the form of economic ability, area potency, social culture, social politics, resident amount, area wide and other considerations that are matched to with the government rule number 129 year 2000. This rule is the about the requirements for forming new regency and criterion of blooming area, area abolition, and area affiliation. In addition, the evaluation system to the feasibility of the blooming area is scored in the range of 1 to 6. The developed system is able to yield whether or not a regency can be bloomed to be new area that is based on the evaluated score. Therefore the system can help decision maker to decide which one is the bloomed regency in the Gorontalo province.
