This study aims to explore the expectation gap between auditors and auditees in implementing recommendations arising from BPKP oversight, using a case study of the performance audit of the Regional Socio-Economic Infrastructure Development Program (PISEW) in Southeast Sulawesi Province. The suboptimal follow-up of recommendations is not purely technical in nature, but is rooted in socio-organizational differences in perception. This study integrated the Audit Expectation Gap (AEG) as an upstream lens and the Theory of Planned Behavior (TPB) as a behavioral lens within the context of a community-based, self-managed (swakelola) program that has not previously been examined. The study employed a qualitative method with an embedded single-case study design. Data were collected through in-depth interviews with seven participants (four auditors and three auditees) and document review. The data were then analyzed using Braun and Clarke's reflexive thematic analysis, combining deductive, inductive, and abductive coding. The analysis produced five themes indicating that the expectation gap is shaped by a multidimensional knowledge gap and inadequate recommendations, which in turn lower auditees' perceived behavioral control (PBC) through barriers inherent in the program's design. This study contributes to extending the AEG construct with a temporal dimension (timing gap and temporal-irrelevance gap) and the diffusion of normative responsibility, extending the PBC construct from an individual-psychological dimension to an institutional-legal one, and enriching the concept of the evolution gap with concrete mitigation mechanisms.
