Kajian kondisi dan dukungan aspek sosial ekonomi dalam rangka pelaksanaan Gerakan Nasional Rehabilitasi Hutan dan Lahan (GN-RHL) di daerah Aliran Sungai (DAS) Serang

Percepatan perbaikan lingkungan melalui Gerakan Nasional Rehabilitasi Hutan dan Lahan (GN-RHL) harus didukung namun tetap perlu dicermati. Pendekatan menyeluruh terhadap semua aspek pada daerah aliran sungai dalam rangka rehabilitasi sumberdaya alam perlu ditingkatkan. Kajian kondisi dan dukungan aspek sosial ekonomi dalam rangka pelaksanaan Gerakan Nasional Rehabilitasi Hutan dan Lahan (GN-RHL) di desa sampel dalam DAS Serang bertujuan untuk (i) mengetahui kondisi dan dukungan aspek sosial ekonomi dibeberapa desa sampel dalam daerah tangkapan DAS Serang, (ii) memberikan arahan/rekomendasi berdasarkan aspek sosial ekonomi dalam rangka pelaksanaan kegiatan rehabilitasi lahan dan konservasi tanah pada desa sampel dalam DAS Serang sehingga diharapkan pelaksanaan GN-RHL dapat berhasil dan berdaya guna. Metode yang dilakukan adalah survey dengan menitik-beratkan pada sifat diskriptif analisis. Analisis yang dilakukan diantaranya untuk menentukan kondisi sosial ekonomi (3 parameter utama, yaitu tekanan penduduk, kegiatan dasar wilayah, pendapatan perkapita) dan dukungan aspek sosial ekonomi. Keterpaduan kelembagaan sebagai jaminan keberhasilan dan keberlanjutan program diulas sederhana dengan mengkaji kelembagaan rehabilitasi yang masih gayut (KUK-DAS dan GN-RHL). Berdasarkan kajian terhadap tiga parameter utama, desa yang diprioritaskan untuk mendapatkan program GN-RHL adalah desa Hargotirto, Hargorejo, Kalirejo, Donomulyo, Sendangsari dan Margosari. Pra kondisi kelembagaan rehabilitasi sangatlah penting, langkah yang lebih bijak apabila suatu bentuk kelembagaan yang telah diterapkan sebelumnya dievaluasi dan disempurnakan, sehingga kontinuitas kegiatan/program dapat berjalan dan termonitor. Penggabungan model kelembagaan rehabilitasi KUK-DAS dan GN-RHL merupakan solusi dalam keberlanjutan program.

Acceleration of environmental rehabilitation through national forest and land rehabilitation should be supported but carefully noticed as well. The increase of general approach for the whole aspects of watershed area in term of natural resources rehabilitation is also required. Condition analysis and its support of the socio economic aspect in the implementation of national forest and land rehabilitation in several villages of Serang watershed has the objectives of : 1. to understand the condition and its support of socio-economic aspects of the village samples in the catchment areas of Serang watershed. 2. to recommend the direction of the analysis suitable with the socio economic condition of the village community in the execution of land rehabilitation and conservation to be a success. The method used in the data analysis was a survey based on its analytical description obtained. The result of the analysis is to determine the socio economic condition, the population pressure, basic area activities, percapita income and then using simple evaluation of condition of the related institution to guarantee the success of the target of the national forest and land rehabilitation. The conclusion is obtained through the analysis of the three main parameters. The priority villages to execute the national forest and land rehabilitation were the villages of Hargotirto, Hargorejo, Kalirejo, Donomulyo, Sendangsari, and Margosari. Pre condition of available institution is important and the wise steps of building institution is to improve the already available body to continue the program to be monitored. Integration of the related rehabilitation institution is the solution of the continuation of the program.
