ANALISIS PERANAN KORUPSI DALAM PENGELUARAN MILITER DI NEGARA MAJU DAN BERKEMBANG: BUKTI EMPIRIS MENGGUNAKAN ESTIMASI ARELLANO-BOND GMM

Penelitian ini menguji pengaruh korupsi terhadap rasio pengeluaran militer terhadap PDB di negara maju dan berkembang menggunakan data panel 119 negara periode 2012–2022 dan estimasi two-step system GMM dengan koreksi kesalahan Windmeijer. Berbeda dari studi terdahulu yang umumnya menggunakan CPI pra-2012 dan mengasumsikan hubungan seragam lintas negara, penelitian ini memakai CPI pasca-2012 yang lebih dapat dibandingkan antarwaktu serta mengestimasi model secara terpisah untuk negara maju dan berkembang berdasarkan klasifikasi UNSD. Hasil estimasi menunjukkan bahwa di negara berkembang, skor CPI berpengaruh positif dan signifikan terhadap rasio pengeluaran militer terhadap PDB pada seluruh spesifikasi model. Secara substantif, artinya korupsi yang lebih tinggi berasosiasi dengan pengeluaran militer yang lebih rendah yang kemungkinan berkaitan dengan erosi kapasitas fiskal. Sementara di negara maju, pengaruh korupsi tidak terbukti signifikan secara statistik. Temuan ini konsisten terhadap serangkaian uji diagnostik (Hansen, AR(2), difference-in-Hansen) dan uji ketahanan (jackknife, subsampel tanpa tahun pandemi), serta menegaskan bahwa arah pengaruh korupsi terhadap pengeluaran militer bersifat kontekstual dan tidak dapat digeneralisasi secara seragam lintas tingkat pembangunan negara.
This study examines the effect of corruption on the ratio of military expenditure to GDP in developed and developing countries using panel data from 119 countries over the 2012–2022 period and two-step system GMM estimation with Windmeijer-corrected standard errors. Unlike prior studies that generally use pre-2012 CPI data and assume a uniform relationship across countries, this study uses post-2012 CPI, which is more comparable across time, and estimates the model separately for developed and developing countries based on the UNSD classification. The estimation results show that in developing countries, the CPI score has a positive and significant effect on the military-expenditure-to-GDP ratio across all model specifications. Substantively, this means that higher corruption is associated with lower military spending, which is likely related to the erosion of fiscal capacity. Meanwhile, in developed countries, the effect of corruption is not found to be statistically significant. These findings remain consistent across a series of diagnostic tests (Hansen, AR(2), difference-in-Hansen) and robustness checks (jackknife, subsample excluding pandemic years), confirming that the direction of corruption's effect on military expenditure is context-dependent and cannot be generalized uniformly across countries' levels of development.
