Neglected Sacred Space: Mobilizing and Resonating the Indigeneity of Awyu’s Adat Activism

Sejak 2015, masyarakat adat Awyu mengembangkan aktivismenya dari gerakan lokal menjadi solidaritas nasional dan litigasi atas tanah ulayat. Pengembangan tersebut melibatkan kompleksitas indigeneity yang dikonstruksi bersama para broker dari luar komunitas mereka, seperti NGO, tokoh agama, dan media. Menggunakan kerangka teori mobilisasi sumber daya dan konsep rantai broker, riset ini menerapkan metode analisis tematik deskriptif untuk menggali proses aktivisme dalam merekonstruksi artikulasi indigeneity. Hasil kajian menunjukkan bahwa artikulasi indigeneity Awyu adalah sebuah strategi politik dinamis yang dikonstruksi melalui pandangan relasional terhadap kesakralan tanah ulayat yang terintegrasi dengan keagamaan secara lokal. Melalui rantai ini, indigeneity menjadi sumber daya wacana perlawanan yang beresonansi dalam bentuk solidaritas publik nasional yang masif di media massa dan media nasional, terutama melalui kampanye #AllEyesonPapua. Resonansi tersebut lebih ampuh melampaui jalur litigasi, sekalipun penggunaan indigeneity sebagai dalil di ruang persidangan merupakan terobosan. Hal ini menunjukkan bahwa sistem hukum prosedural di Indonesia tidak berfungsi untuk mendukung kepentingan klaim masyarakat. Pada akhirnya, kajian terhadap jaringan lintas pemangku kepentingan ini ditujukan untuk menjadi rujukan dalam membangun gerakan dan advokasi terkait isu-isu perlindungan ekologi masyarakat adat.

Since 2015, the Awyu adat community has developed its activism from a local movement to national solidarity and customary land litigation. This development involved the complexity of indigeneity claims, which were constructed collaboratively with brokers from outside their community, such as NGOs, religious leaders, and the media. Using the framework of resource mobilization theory and the concept of a brokerage chain, this research applied a descriptive thematic analysis method to explore the activism process in reconstructing the articulation of indigeneity. The results of the study indicate that the Awyu adat people's articulation of indigeneity is a dynamic political strategy constructed through a relational view of the sacredness of customary land integrated with local Catholicism. In this way, indigeneity became a resource discourse for resistance discourse that resonated in the form of massive national public solidarity in the mass media and national media, particularly through the #AllEyesonPapua campaign. This resonance was more potent beyond litigation, even though the use of indigeneity as a legal argument in the courtroom was groundbreaking. This demonstrates that at present Indonesia's procedural legal system is not amenable to demands for justice based on indigeneity claims. This study of cross-stakeholder networks is intended to be a resource for developing movements and advocacy work for issues of ecological preservation of adat communities.
