Analisis Faktor Keterlambatan dan Strategi Penanganan Berdasarkan Kelompok Wilayah Proyek Transmisi Listrik

Transmisi listrik merupakan tulang punggung sistem ketenagalistrikan nasional yang menyalurkan energi dari pusat pembangkitan menuju distribusi. Indonesia menargetkan pembangunan jaringan transmisi sepanjang 47.758 kilometer sirkuit hingga tahun 2034. Sebagai negara kepulauan, pembangunan ini menghadapi hambatan yang bervariasi antarwilayah, sehingga pendekatan pengendalian yang seragam tidak lagi memadai. Studi terdahulu menunjukkan bahwa penyebab keterlambatan proyek transmisi berbeda di setiap wilayah, sementara daerah seperti Nusa Tenggara, Maluku, dan Papua belum pernah dikaji secara sistematis. Penelitian ini bertujuan mengidentifikasi dan memeringkat faktor penyebab keterlambatan proyek transmisi, mengevaluasi perbedaan pengaruhnya antarwilayah, mengelompokkan wilayah berdasarkan kemiripan hambatan dan strategi, serta merumuskan rekomendasi strategi pengendalian proyek berbasis kelompok wilayah pada 11 Unit Induk Pembangunan (UIP) PT PLN (Persero).

Penelitian ini menggunakan data sekunder berupa amandemen kontrak dan laporan bulanan sebagai dasar penentuan faktor penyebab keterlambatan, serta studi literatur untuk menentukan faktor strategi pengendalian. Data dikumpulkan melalui kuesioner berskala Likert terhadap 504 responden yang terdiri atas pegawai PLN, konsultan supervisi, dan kontraktor. Data kemudian dianalisis melalui uji validitas (Product Moment) dan reliabilitas (Cronbach's Alpha), dilanjutkan Relative Importance Index (RII) untuk memeringkat faktor, uji Kruskal-Wallis dan post-hoc untuk menguji perbedaan antarwilayah, serta Hierarchical Cluster Analysis (HCA) untuk mengelompokkan wilayah.

Hasil penelitian menunjukkan keterlambatan terpusat pada tiga aspek utama: kapasitas finansial kontraktor, pengadaan lahan dan Right of Way (ROW), serta penerimaan sosial masyarakat. Uji Kruskal-Wallis mengidentifikasi hanya 4 dari 25 faktor penyebab yang berbeda signifikan antarwilayah, mengindikasikan adanya hambatan sistemik di tingkat nasional. Analisis HCA menghasilkan tiga klaster wilayah, baik untuk faktor penyebab maupun strategi penanganan. Klaster penyebab mengikuti pola geografis (Jawa, Non-Jawa, dan SBT), sedangkan klaster strategi tidak. Hal ini menunjukkan kebutuhan strategi dapat berbeda meskipun penyebabnya sama. Secara nasional, strategi prioritas adalah keberadaan perwakilan kontraktor dan PLN di lapangan, peningkatan kualitas dokumen pengadaan, dan digitalisasi pembayaran kontraktor.

Electricity transmission forms the backbone of the national power system, channeling energy from generation centers to distribution networks. Indonesia targets the construction of 47,758 circuit kilometers of transmission lines by 2034. As an archipelagic nation, this development faces obstacles that vary across regions, rendering a uniform control approach inadequate. Previous studies indicate that the causes of transmission project delays differ by region, while areas such as Nusa Tenggara, Maluku, and Papua have never been systematically examined. This study aims to identify and rank the factors causing transmission project delays, evaluate regional differences in their influence, cluster regions based on the similarity of obstacles and strategies, and formulate region-based project control strategy recommendations across the 11 Main Project Units (UIP) of PT PLN (Persero).

This study uses secondary data in the form of contract amendments and monthly reports to determine delay factors, complemented by a literature review to identify control strategy factors. Data were collected through a Likert-scale questionnaire administered to 504 respondents comprising PLN employees, supervision consultants, and contractors. The data were analyzed through validity (Product Moment) and reliability (Cronbach's Alpha) tests, followed by the Relative Importance Index (RII) to rank factors, the Kruskal-Wallis and post-hoc tests to examine regional differences, and Hierarchical Cluster Analysis (HCA) to group regions.

The results show that delays concentrate on three main aspects: contractor financial capacity, land acquisition and Right of Way (ROW), and social acceptance. The Kruskal-Wallis test identified only 4 of 25 delay factors differing significantly across regions, indicating systemic obstacles at the national level. HCA produced three regional clusters for both delay factors and handling strategies. The cause clusters followed a geographic pattern (Java, Non-Java, and SBT), whereas the strategy clusters did not, indicating that strategy needs may differ even when the causes are the same. Nationally, the priority strategies are the presence of contractor and PLN representatives in the field, improved procurement document quality, and digitalization of contractor payments.
