Analisis komparasi kinerja layanan bis kota dengan sistem setoran dan non setoran di Yogyakarta

Fenomena yang terjadi selama ini, bahwa penerapan sitem penggajian awak angkutan umum bis kota di Yogyakarta tidak menunjukkan kinerja layanan yang baik atau tidak memuaskan dari aspek keselamatan, keamanan, okupansi, keandalan dan kenyamanan, seharusnya tujuan dari layanan angkutan umum tidak hanya sebatas sebagai alat angkut saja tapi memberikan nilai kepuasan bagi pengguna angkutan umum maupun pengguna lalulintas lainnya. Penelitian ini dilakukan untuk mengetahui kinerja pelayanan angkutan umum bis kota jalur 15 sebagai dampak dari penerapan sistem penggajian dengan setoran dan non setoran dengan menggunakan analisis komparasi, parameter yang digunakan adalah keselamatan, keamanan, okupansi, keandalan dan kenyamanan. Selanjutnya, melakukan survai wawancara dengan metode Stated Preference untuk mendapatkan respon penumpang dan pengemudi dengan menyertakan karakteristik sosial ekonomi. Analisis yang digunakan untuk mendapatkan nilai kepuasan responden adalah dengan memformulasi model utility (kepuasan) dari responden kemudian melakukan kalibrasi logit binary choise (pemilihan pasangan) untuk mendapatkan proporsi probabilitas atau potensi pemilihan layanan moda dengan setoran dan non setoran. Hasil penelitian ini adalah memformulasikan Pemodelan Utility (kepuasan) masing-masing pemilihan layanan moda dengan sistem setoran dan non setoran. Potensi atau probabilitas masing-masing layanan moda bis kota jalur 15 dengan kondisi tanpa ada perubahan layanan (existing) dan tidak menyertakan faktor sosial ekonomi adalah 38,90 % untuk layanan moda setoran dan 61,10 % untuk layanan moda non setoran sedangkan jika menyertakan faktor sosial ekonomi adalah 20,06 % untuk layanan sistem setoran dan 79,94 % untuk layanan sistem non setoran. Potensi layanan moda dengan setoran dan non setoran elastis terhadap perubahan tarif dan waktu tempuh.

For along time until now the phenomenon has occurred that the earn system application for bus city crew in Yogyakarta does not show the good performance service or satisfied for safety, security, occupancy, reliability, and comfort aspects, hence the service’s public transportation purposes are not only to transport but give the satisfaction value for users and road users. This research was conducted to figure out the public transportation performance especially city bus lane 15 as the impact of the earn system application with the ‘setoran’ and none ‘setoran’ by the comparison analysis with safety, security, occupancy, reliability, and comfortable as the parameters. Furthermore, the interview survey of the stated preference method was to get the passenger and driver responses with the socio-economic factors. To find out the respondents satisfaction, the analysis was used by formulating of respondents utility model, then calibrating the logit binary choice to figure out the proportion of mode service potency or probability with the ‘setoran’ and none ‘setoran’ system. The results of this research were the mode service formulations of ‘setoran’ and none ‘setoran’ system. Based on the simulation, the mode service potency or probability of the city bus lane 15’s existing condition and without socio-economic factors were 38.90% for the ‘setoran’ mode service, and 61.10% for the none ‘setoran’ mode service. However there were 20.06% for the ‘setoran’ mode service, and 79.94% for the none ‘setoran’ mode service, if the socio-economic factors included. The mode service potency with ‘setoran’ and none ‘setoran’ system was elastic for fare and travel time.
