The earthquake occurring in Nabire Regency has destroyed physical and nonphysical life order. Victims handling and settlement rehabilitation involved various parties such as community, government and private institutions. Coordination is badly needed in order to eliminate disparity and minimize any risks resulted from the development that sites with the community and to consider the needs and aspiration of the community and the existing resources. This research aimed at describing and formulating concepts of victim handling system, developing system, development motivation, social capital and the impact of such destruction on the post-disaster community social life. To understand the dynamics occurring to the research object, qualitative method with phenomenological approach was used at naturalistic paradigm in holistic context. Data were collected through observation and interview, using purposive sampling technique. Analysis was done by organizing data into pattern, category for finding the themes to get a concept. Based on the result of the research, it is revealed that (1) the concept of victim handling is conducted by establishing some coordination posts for social and healthcare matters. Community post is generated from inhabitants’ idea, including central post and healthcare post. They accelerate victim handling, making the coordination and aid distribution effective and efficient; (2) The development system encompass: physical house building done by the community through community’s fund gathering and government aid as well. The shape of the buildings are similar to the ones before the earthquake that tend to be earthquake resistant by using wood as the main element; the building location follows the road pattern of which location is in line with space ownership, grouping based on their place of origin and house closeness based on kinship. The size and width of the building is in accordance with community prosperity namely of permanent, semi-permanent and emergency types. (3) The community is motivated to build new adequate housing due improper condition of their temporary settlement, their expectation to live properly and securely, their desire to act unreservedly, as well as limitations of external aids. (4) The values generated while rehabilitating their settlement are cooperation, togetherness, of the same fate, kinship, and harmony between people of different religions as social capitals in the settlement neighborhood. . (5) The impacts of the damage are the disturbance to the social life order of the community including: physical and mental security, trauma, disturbed routine activities, less family income, and impaired social functions. In conclusion, despite experiencing psychological shock, people’s motivation for rising and recovery has been appreciated together by making optimum different forms of social relationship, human norms and resources network. It is reflected in the rehabilitation implementation through gathering, cooperation, togetherness and kinship. Ironically, the program of government aid is emphasizing a top-down approach applied in limited participation of the community, making the program output result in minimum benefit.
