Dampak Pembangunan NEOM terhadap Komunitas Suku Huwaitat: Analisis Accumulation by Dispossession David Harvey

Pembangunan NEOM merupakan fenomena percepatan pembangunan di Arab Saudi sebagai dampak dari modernisasi dan globalisasi. NEOM didesain dengan konsep futuristik dan berkelanjutan, namun dibangun di atas tanah permukiman komunitas suku Huwaitat. Penelitian bertujuan untuk (1) mengidentifikasi latar belakang keputusan Arab Saudi yang memulai pembangunan megaproyek NEOM, (2) menggambarkan proses pembangunan NEOM di kawasan al-Khuraybah berdasarkan mekanisme akumulasi melalui perampasan, dan (3) menganalisis dampak pembangunan NEOM terhadap komunitas suku Huwaitat sebagai penghuni kawasan tersebut. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus deskriptif analitik berbasis studi pustaka. Data dikumpulkan dari berita internasional dan laporan hak asasi manusia sebagai data primer dan beberapa literatur terkait sebagai data sekunder. Analisis dilakukan dengan pengklasifikasian data dari proses pembangunan NEOM dan analisis sebab-akibat berlandaskan teori Accumulation by Dispossession David Harvey.

Hasil dari penelitian ini menunjukkan bahwa pembangunan NEOM merupakan proyek hasil kebijakan diversifikasi ekonomi dalam rangka Visi Saudi 2030, tidak hanya sebagai solusi dari ketergantungan pada minyak, melainkan sebagai reorganisasi wilayah permukiman masyarakat lokal demi kepentingan pembangunan kapital. Melalui mekanisme Accumulation by Dispossession Harvey, pembangunan NEOM secara bertahap mengalihkan tanah leluhur komunitas suku Huwaitat dari basis kehidupan komunal menjadi komoditas ekonomi. Proses tersebut melahirkan marginalisasi yang tidak berhenti pada relokasi penduduk, melainkan merusak keberlanjutan budaya masyarakat Huwaitat melalui melemahnya identitas kolektif, terputusnya memori historis terhadap tanah leluhur, berubahnya relasi sosial antarkomunitas, berkurangnya otoritas budaya dalam mempertahankan nilai hidup, serta menyempitkan kesempatan masyarakat untuk mewariskan nilai-nilai budaya kepada generasi selanjutnya.

The development of NEOM is a phenomenon of accelerated development in Saudi Arabia as a result of modernization and globalization. NEOM was designed with a futuristic and sustainable concept, but was built on residential land of the Huwaitat tribal community. The study aims to (1) identify the background of Saudi Arabia's decision to begin the construction of the NEOM megaproject, (2) describe the NEOM development process in the al-Khuraybah area based on the mechanism of accumulation through dispossession, and (3) analyze the impact of NEOM development on the Huwaitat tribal community as residents of the area. This study uses a qualitative method with a descriptive analytical case study approach based on literature review. Data were collected from international news and human rights reports as primary data and several related literature as secondary data. The analysis was carried out by classifying data from the NEOM development process and analyzing cause and effect based on theory.Accumulation by Dispossession David Harvey.

The results of this study indicate that the development of NEOM is a project resulting from the economic diversification policy within the framework of Saudi Vision 2030, not only as a solution to oil dependence, but also as a reorganization of local residential areas for the benefit of capital development. Through this mechanism,Accumulation by Dispossession Harvey argues that the construction of NEOM has gradually shifted the ancestral lands of the Huwaitat community from a communal basis to an economic commodity. This process has led to marginalization that goes beyond the relocation of residents and undermines the cultural sustainability of the Huwaitat community through the weakening of collective identity, the severing of historical memory of ancestral lands, the changing of social relations between communities, the diminishing of cultural authority in upholding life values, and the narrowing of opportunities for the community to pass on cultural values ??to future generations.
