Sebagai bentuk komitmen perbaikan pengawasan, Pemerintah Kabupaten Purbalingga menerbitkan Peraturan Bupati Nomor 6 Tahun 2023 tentang Pedoman Penanganan Pelaporan Pengaduan (Whistleblowing System) Dugaan Tindak Pidana Korupsi.
Cases of fraud and corruption in the public sector remain a crucial issue in indonesia, including in purbalingga regency, which historically faced a regional head corruption case in 2018. As a commitment to improving oversight, the government of purbalingga regency issued Regent Regulation Number 6 of 2023 concerning Guidelines for Handling Reporting of Complaints (WhistleblowingSystem) for Alleged Corruption Acts. This study aims to evaluate the effectiveness of the implementation of the WhistleblowingSystem (WBS) at the Inspectorate of Purbalingga Regency based on the three pillars of the 2008 National Committee on Governance Policy (KNKG) guidelines-structural, operational, and maintenance aspects- in encouraging public participation as external whistleblowers. The research method used is qualitative with a descriptive case study approach. Data parties and external community elements, supported by documentation analysis. The results show that from the structural and operational aspects, the Inspectorate has met the KNKG standards through regulatory legality, provision of multi-channel complaints (including the LaporMasbup application), and the implementation of the APIP independence code of ethics. However, in the maintenance aspect, routine socialization and the incentive system have not run optimally. There is a significant sociological gap; organized civil society groups (NGOs/LHBs) feel safe reporting because they understand the legal protection, while the general public still faces cultural constraints in the form of fear of retaliation and reluctance due to minimal literacy on whistleblower protection.
