EVALUASI KESIAPAN IMPLEMENTASI INTEGRATED PROJECT DELIVERY (IPD) PADA PROYEK SKALA SEDANG DI INDONESIA DALAM MENDUKUNG KONSTRUKSI BERKELANJUTAN

Industri konstruksi di Indonesia masih menghadapi fragmentasi, koordinasi antarpihak yang belum efisien, dan keterlibatan pemangku kepentingan yang belum optimal sejak tahap awal proyek. Integrated Project Delivery (IPD) menjadi pendekatan yang relevan karena menekankan kolaborasi, integrasi proses, keterlibatan awal, teknologi, tanggung jawab bersama, dan pengambilan keputusan kolaboratif.
Penelitian ini bertujuan menganalisis prioritas prinsip IPD, hambatan implementasi IPD, dan kontribusi IPD terhadap konstruksi berkelanjutan, serta menyusun dan menguji IPD Assessment Form untuk menilai level kesiapan/integrasi IPD pada proyek skala sedang. Penelitian dilakukan melalui studi literatur, validasi indikator oleh enam expert menggunakan Content Validity Index (CVI), penyebaran kuesioner kepada 80 responden, uji validitas dan reliabilitas, analisis Relative Importance Index (RII), penyusunan IPD Integration Level 0–4, uji coba IPD Assessment Form pada dua proyek studi kasus, analisis gap, dan Indeks Prioritas Rekomendasi (IPR).
Hasil RII menunjukkan prinsip dominan adalah akuntabilitas bersama (0,843), penggunaan BIM oleh setiap stakeholder (0,840), dan pemanfaatan teknologi kolaboratif (0,838). Hambatan dominan adalah tanggung jawab profesional dan perizinan (0,830), proses kerja belum terintegrasi (0,815), dan interoperabilitas sistem/data (0,813). Kontribusi utama terhadap keberlanjutan adalah peningkatan kualitas dokumentasi desain (0,895) dan evaluasi kinerja bangunan pasca-hunian (0,885). Hasil uji coba menunjukkan Proyek Pasar Tavip Binjai berada pada Level 1 dengan skor 32,50, sedangkan Proyek Taman Budaya Bantul berada pada Level 0 dengan skor 18,13. Analisis gap menunjukkan bahwa prioritas peningkatan berbeda pada setiap proyek, tetapi keduanya memerlukan penguatan keterlibatan awal, integrasi informasi, tata kelola kolaboratif, serta dokumentasi keputusan. Hasil IPR digunakan untuk menyusun rekomendasi yang lebih terarah sesuai tingkat kepentingan faktor dan kesenjangan aktual proyek.
Penelitian ini menghasilkan instrumen awal untuk membaca kesiapan IPD pada proyek skala sedang dan menunjukkan bahwa kedua proyek berpotensi meningkat menuju Level 2/IPD-like apabila rekomendasi prioritas diterapkan dan didukung bukti dokumen.
The construction industry in Indonesia still faces fragmentation, inefficient coordination between parties, and suboptimal stakeholder engagement from the early stages of a project. Integrated Project Delivery (IPD) is a relevant approach because it emphasizes collaboration, process integration, early involvement, technology, shared responsibility, and collaborative decision-making.
This study aims to analyze the priority of IPD principles, barriers to IPD implementation, and IPD's contribution to sustainable construction, as well as to develop and test an IPD Assessment Form to assess the level of IPD readiness/integration in medium-scale projects. The study was conducted through a literature review, indicator validation by six experts using the Content Validity Index (CVI), questionnaire distribution to 80 respondents, validity and reliability testing, Relative Importance Index (RII) analysis, preparation of IPD Integration Levels 0–4, pilot testing of the IPD Assessment Form on two case study projects, gap analysis, and a Priority Recommendation Index (IPR).
The RII results indicate that the dominant principles are shared accountability (0.843), the use of BIM by all stakeholders (0.840), and the utilization of collaborative technology (0.838). The dominant barriers were professional responsibility and permits (0.830), unintegrated work processes (0.815), and system/data interoperability (0.813). Key contributions to sustainability were improving the quality of design documentation (0.895) and evaluating post-occupancy building performance (0.885). The pilot test results showed the Binjai Tavip Market Project at Level 1 with a score of 32.50, while the Bantul Cultural Park Project was at Level 0 with a score of 18.13. Gap analysis revealed that improvement priorities differed for each project, but both required strengthening early engagement, information integration, collaborative governance, and decision documentation. The IPR results were used to develop more targeted recommendations based on the importance of factors and actual project gaps.
This study produced a preliminary instrument for assessing IPD readiness in medium-scale projects and demonstrated that both projects have the potential to advance to Level 2/IPD-like if priority recommendations are implemented and supported by documentary evidence.
