Praktik politik
sumber data primer maupun sekunder. Teori tangga partisipasi Sherry Arnstein
gerakan sosial dari inisiasi masyarakat Sardonoharjo (bottom-up) atas keresahan
tertinggi, yaitu Citizen Power (Kekuasaan Warga). Gerakan ini mampu memperkuat
kualitas demokrasi melalui tiga dimensi: (1) Dimensi prosedural melalui
The practice of
vote-buying has run rampant in every general election, and the Sardonoharjo
community is no exception. This normalization undermines the integrity of free
and fair elections and poses a real threat to the quality of democracy. In
response to this issue, the Village Movement Against Money Politics (APU)
emerged as a form of autonomous political participation by the community,
collectively fighting against money politics in Sardonoharjo. This study aims
to analyze the formation process and role of the Sardonoharjo Village APU
Movement in the 2019 General Election as an effort to promote a healthy and
high-quality democracy.
This study
employs a descriptive qualitative method using a case study approach. Data
collection was conducted through in-depth interviews and document analysis
using both primary and secondary data sources. Sherry Arnstein’s ladder of
participation theory was used to understand the levels of community
participation in the movement. Furthermore, Morlino’s (2009) assessment of
democratic quality was used as the primary analytical tool to explore and
demonstrate the extent to which the APU Sardonoharjo Movement promoted
high-quality democracy.
The results of
this study show that the APU Sardonoharjo Village Movement during the 2019
General Election was a social movement initiated by the Sardonoharjo community
(bottom-up) in response to concerns about vote-buying. Various strategic steps
and actions were taken to build the movement, guided by three pillars:
structure, content, and the culture of law. This movement increased the
community’s political participation, enabling them to “move up” to become
active political subjects and ultimately reach the highest level: Citizen
Power. The movement succeeded in strengthening the quality of democracy through
three dimensions: (1) the procedural dimension, by strengthening participation
and local regulations against vote-buying, as well as fostering healthy
electoral competition; (2) The substantive dimension by reaffirming citizens’
freedom and equality regarding their political rights in elections free from
the intervention of money politics; and (3) The outcomes dimension by promoting
the creation of clean, responsive, and ethical governance. This role has, at
the very least, positive implications for local democracy, encompassing the
social, political, and cultural aspects of the Sardonoharjo community.
Nevertheless, this movement still faces various obstacles and challenges,
necessitating further development.
