Dampak otonomi daerah terhadap BUMN Jasa Konstruksi dalam memperoleh pekerjaan Proyek Pembangunan Fisik daerah :: Studi kasus PT. Nindya Karya di Indonesia periode 1997 s/d 2004

Penelitian ini bertujuan untuk mengetahui dampak diberlakukannya Undang- Undang (UU) otonomi daerah khususnya kewenangan pemerintah daerah untuk melakukan belanja modal/investasi fisik terhadap BUMN Jasa Konstruksi dalam memperoleh proyek pembangunan fisik daerah. Penelitian ini dilakukan dengan studi kasus pada PT Nindya Karya di Indonesia periode sebelum dan sesudah diberlakukan UU otonomi daerah (tahun 1997 s/d 2004) dengan menggunakan data primer, yaitu data perolehan jumlah proyek, nilai rupiah proyek, total biaya proyek, dan jumlah penggunaan tenaga kerja daerah dalam proyek pembangunan fisik daerah, serta data sekunder berupa laporan keuangan PT Nindya Karya tahun 1997 s/d 2004. Metode analisis yang digunakan dalam penelitian ini adalah deskriptif analitis dan analisis kuantitatif dengan uji statistik beda dua rata-rata perolehan jumlah proyek, nilai rupiah proyek, total biaya, dan jumlah penggunaan tenaga kerja daerah dalam proyek pembangunan fisik daerah sebelum dan sesudah diberlakukan UU otonomi daerah. Hasil analisis selama periode pengamatan dari tahun 1997 s/d 2004 diperoleh rata-rata perolehan proyek sebelum diberlakukan UU otonomi daerah adalah 0,5 proyek per wilayah/divisi, dan rata-rata perolehan proyek sesudah diberlakukan UU otonomi daerah sebanyak 12 proyek per wilayah/divisi. Rata-rata perolehan jumlah rupiah proyek sebelum diberlakukan UU otonomi daerah sebesar Rp1.207 juta per wilayah/divisi, dan rata-rata perolehan jumlah rupiah proyek sesudah diberlakukan UU otonomi daerah sebesar Rp64.445 juta per wilayah/divisi. Rata-rata total biaya proyek sebelum diberlakukannya UU otonomi daerah adalah sebesar Rp1.112 juta per wilayah/divisi, dan rata-rata total biaya proyek setelah diberlakukannya UU otonomi daerah adalah sebesar Rp58.151 juta per wilayah/divisi. Rata-rata jumlah penggunaan tenaga kerja sebelum diberlakukan UU otonomi daerah sebanyak 70 orang per wilayah/divisi, dan sesudah diberlakukan UU otonomi daerah meningkat menjadi 2.271 orang per wilayah/divisi. Hal tersebut menunjukkan bahwa PT Nindya Karya mengalami peningkatan perolehan jumlah proyek, nilai rupiah proyek, dan total biaya proyek pembangunan fisik daerah setelah diberlakukan UU otonomi daerah dibandingkan dengan kondisi sebelum diberlakukannya UU otonomi daerah. Proyek pembangunan fisik daerah juga memberikan kontribusi jumlah penggunaan tenaga kerja daerah setelah diberlakukannya UU otonomi daerah, yang membantu pemerintah daerah dalam menciptakan lapangan pekerjaan bagi penduduk setempat.

This research was aimed to know the effect of the endorsement of the laws of local autonomy, especially local government’s authority in capital expenditure on construction public enterprise in getting local physical building project. This research was a case study in PT Nindya Karya in Indonesia before and after the endorsement of the laws of local autonomy by using primary data, namely the number of projects, the amount of projects in Rupiah, the amount of total cost of projects and the number of local employee who was worked in that projects from 1997 to 2004. This research also used secondary data, namely the financial statement of PT Nindya Karya from 1997 to 2004. The analysis method used in this research was descriptive and quantitative analysis, by using statistical test (t test) for two mean for before and after the endorsement of laws of local autonomy periods. The results of analysis during observation period from 1997 to 2004 produced average of the number of projects before the endorsement of laws of local autonomy was 0,5 for each region/division and the average of the number of project after the endorsement of laws of local autonomy was 12 for each region/division. The average of the amount of project in Rupiah before the endorsement of laws of local autonomy was Rp1.207.000.000,- for each region/division and the average of the amount of project in Rupiah after the endorsement of laws of local autonomy was Rp64.445.000.000,- for each region/division. The average of the amount of total cost of projects before local autonomy was Rp1.112.000.000,- for each region/division and the average of the amount of total cost after the endorsement of laws of local autonomy was Rp58.151.000.000,- for each region/division. The average of the use of local employee before the endorsement of laws of local autonomy was 70 person for each region/division and the average of the use of local employee after the endorsement of laws of local autonomy was 2.271 person for each region/division. That analysis showed that PT Nindya Karya got more local physical building project in the numbers of project, the amount of projects in Rupiah and the amount of total cost of projects after the endorsement of laws of local autonomy if we compared with condition before the endorsement of laws of local autonomy. The local physical building project also gave contribution to the number of the use of local employee after the endorsement of laws of local autonomy which help local government in creating jobs.
