MEDIA ARUS UTAMA DALAM KONSTRUKSI NARASI KEBIJAKAN PUTUSAN MAHKAMAH KONSTITUSI NOMOR 90 TAHUN 2023 TERHADAP INDEPENDENSI KPU MELALUI PERSPEKTIF NARRATIVE POLICY FRAMEWORK

Penelitian ini bertujuan untuk mengidentifikasi pola media arus utama dalam menarasikan pemberitaan yang berkaitan dengan isu independensi pada lembaga KPU pada Pemilu 2024 lalu. Metode penelitian yang digunakan di dalam penelitian ini adalah metode kualitatif dengan pendekatan studi kasus. Analisis melalui pendekatan Narrative Policy Framework (NPF) dipilih pada penelitian ini dengan berfokus pada aspek elemen dan strategi narasi di dalam berita media arus utama. Data yang digunakan untuk mendukung penelitian ini dikategorikan menjadi dua, yakni data primer dan data sekunder. Data primer diperoleh dari dua informan dengan latar belakang di bidang kebijakan publik dan elektoral. Lalu, terdapat data sekunder yang bersumber dari narasi pemberitaan tiga media arus utama, yakni Detik.com , Kompas, dan Tempo. Teknik pengumpulan data yang dilakukan dengan analisis konten dan wawancara semi terstruktur untuk mengidentifikasi pola konstruksi narasi dari ketiga objek media. Hasil penelitian menunjukan bahwa media arus utama menggunakan tiga mekanisme utama dalam menarasikan isu inkonsistensi KPU, yakni penggunaan narasi prosedural-legalistik, personifikasi isu, dan monopoli definisi isu. Ketiga mekanisme tersebut beroperasi secara sinergis melalui dominasi strategi pemosisian karakter angel shift dan cakupan konflik containment. Strategi tersebut didukung dengan narasi yang dominan memiliki elemen plot story of control dan penempatan elemen character KPU sebagai hero . Pada saat dominasi tersebut berlangsung, Tempo mengambil posisi sebagai counter narrative atau narasi tandingan yang cenderung menyoroti kontroversial substantif dari keputusan KPU selama merespon Putusan MK Nomor 90 Tahun 2023. Temuan tersebut mengisyaratkan bahwa narasi media arus utama berpotensi membatasi ruang diskusi publik dalam menelaah persoalan isu independensi KPU secara substantif.

This study aims to identify the patterns through which mainstream media narrate news coverage related to the issue of independence within Indonesia's General Elections Commission (KPU) during the 2024 General Election. This research employs a qualitative method with a case study approach. The Narrative Policy Framework (NPF) is applied as the analytical approach, focusing on the narrative elements and strategies embedded in mainstream media news coverage. The data supporting this study are categorized into primary and secondary data. Primary data were obtained from two informants with backgrounds in public policy and electoral affairs, while secondary data were drawn from news narratives published by three mainstream media outlets, namely Detik.com, Kompas, and Tempo. Data collection techniques included content analysis and semi-structured interviews to identify narrative construction patterns across the three media objects. The findings reveal that mainstream media employed three primary mechanisms in narrating the issue of KPU's inconsistency: the use of procedural-legalistic narratives, issue personification, and monopolization of issue definition. These three mechanisms operated synergistically through the dominant use of the angel shift character positioning strategy and containment as a conflict-scope strategy. This strategy was reinforced by narratives predominantly featuring the story of control plot element, with KPU consistently positioned as the hero character. During this period of narrative dominance, Tempo positioned itself as a counter-narrative, tending to highlight the substantive controversies surrounding KPU's decisions in responding to Constitutional Court Ruling No. 90 of 2023. These findings suggest that mainstream media narratives have the potential to constrain the space for substantive public discourse in critically examining the issue of KPU's independence.
