Dampak Program Pengembangan Agribisnis Bawang Merah Kota Palu terhadap pendapatan usahatani :: Studi kasus petani penerima BPLM di Kecamatan Palu Timur

Program Pengembangan Agribisnis Bawang Merah Kota Palu merupakan pelaksanaan program Pengembangan Agribisnis Hortikultura Departemen Pertanian Republik Indonesia. Program tersebut bertujuan untuk mengembangkan daerah-daerah sentra komoditas unggulan daerah sehingga mampu meningkatkan produksi dan produktivitas usahatani yang pada akhirnya akan meningkatan pendapatan petani. Tujuan penelitian ini adalah untuk mengetahui pendapatan usahatani petani yang menerima dana BPLM melalui Program pengembangan Agribisnis Bawang Merah Kota Palu di Kecamatan Palu Timur. Selain itu, penelitian ini juga bertujuan untuk mengetahui efektivitas pelaksanaan program tersebut dari tahap sosialisasi hingga pelaksanaannya di lapangan. Penelitian ini dilakukan dengan cara menganalisis data primer dengan sampel sebanyak 60 petani, yang terdiri dari masing-masing 30 sampel petani yang menerima dan 30 sampel petani yang tidak menerima dana BPLM. Lokasi penelitian di Kecamatan Palu Timur. Kecamatan Palu Timur dipilih sebagai lokasi penelitian karena kecamatan tersebut memperoleh dana BPLM selama dua tahun berturut-turut, yaitu tahun 2002 dan 2003. Alat analisis yang digunakan dalam penelitian ini adalah analisis uji beda dua rata-rata dan analisis efektivitas. Hasil analisis uji beda dua rata-rata pada derajat kepercayaan 95% (Zα 0,05) terhadap pendapatan petani, menunjukkan hasil signifikan. Artinya bahwa tingkat pendapatan petani yang menerima dana BPLM melalui program Pengembangan Agribisnis Bawang Merah Kota Palu lebih besar dibandingkan dengan pendapatan petani yang tidak menerima bantuan. Untuk hasil analisis efektivitas menunjukkan bahwa secara umum program sudah terlaksana dengan baik dan mencapai tujuan atau sasaran yang telah ditetapkan.

Onion Agribusiness Development Program in the City of Palu is the implementation of Horticulture Agribusiness Development Program of Agriculture Departement of The Republic of Indonesia which aimed to develop the center areas of prime commodities. The development of the prime commodities center areas is expected to be able to improve the production and the productivity of agriculture-based business which in turn for sure shall improve the income of farmers. The objective of the study is to observe the income of farmers as the acceptors of BPLM fund in form of Onion Agribusiness Development Program in the City of Palu in the district of East Palu. Besides the stated objective, the research also aimed to assess the effectiveness of the program implementation commenced from socialization phase up to on site implementation measures. The study is performed through analysis on primary data with the sample of 60 farmers, containing 30 acceptors farmers and 30 farmers who are not acceptors of the BPLM fund. The research conducted in District of East Palu. The District of East Palu was selected as the research location due to the fact that the district was selected to be the acceptor of the BPLM fund for two consecutive years, the year of 2002 and 2003. Tool of analysis used in the research is the Test of Two Average Differences and Analysis of Effectiveness. The Test of Two Average Differences on the farmers’ income with confidence level of 95% (Zα 0,05) shows a significant result. It means that the rate of income of farmers as acceptors of BPLM fund through the Onion Agribusiness Development Program in the City of Palu are higher compared to those who are not. Analysis of effectiveness shows the fact that in general the program has been properly exercised and obtained the stated objectives of the program.
