Miangas Island is one of Indonesia’s outermost small islands bordering the Philippines, hosting the basepoints TD.056 and TD.056A under Government Regulation (PP) No. 38/2002. Facing the open waters of the Pacific Ocean, its coastal area is highly vulnerable to abrasion, which erodes the coastline and suggests that the existing basepoints may no longer align with the low-water line as mandated by Article 5 of UNCLOS 1982. Therefore, a suitability evaluation study is required to spatially examine the geometric and juridical conditions of these existing basepoints.

This study evaluates the conformity of the existing archipelagic basepoints against the low-water line at the Mean Low Water Neaps (MLWN) datum using data from September 2025. The coastline was extracted from Sentinel-2 satellite imagery acquired in September 2025 using a combination of Support Vector Machine (SVM) classification and Canny Edge Detection algorithms on the Google Earth Engine (GEE) platform. The extracted model was evaluated against a reference coastline digitized from PlanetScope High-Resolution Satellite Imagery (HRSI) to calculate spatial deviation using Root Mean Square Error (RMSE). To control spatial positioning, a global tidal model and BATNAS data were integrated to calculate the estimated horizontal distance shift toward the MLWN datum, serves as the foundation for modeling alternative basepoints and baselines scenario. The potential implications on maritime zones and the simulation of the yet-to-be-agreed continental shelf boundary between Indonesia and the Philippines were analyzed using a three-stage approach based on the alternative scenario.

The modeling results indicate a spatial mismatch between the existing basepoints and the indicative MLWN low-water line in September 2025 due to a significant landward shift of the coastline. Based on the simulation, TD.056 exhibits a geometric deviation of 157.967 m, while TD.056A shows a deviation of 159.226 m from the indicative MLWN position into the maritime area. If this alternative scenario is applied, it implies a technical reduction of Indonesia’s territorial sea area by 2,350.29 m², theoretically shifting the legal status of the area from territorial sea (sovereignty) to the Exclusive Economic Zone (sovereign rights). Regarding the EEZ delimitation between Indonesia and the Philippines, this model has no impact because the EEZ boundary was finalized in 2014, governed by the international legal principle of the Stability of Boundaries. Conversely, for the unagreed continental shelf segment, utilizing the alternative archipelagic basepoints and baselines generates an indicative delimitation line that is adaptive to the current coastal geomorphology and complies with the equitable solution principle.
