This thesis aims to examine how Saudi Arabia addresses its political economic challenges under the Vision 2030 program as a political strategy to maintain the legitimacy of the Saudi monarchy amidst the structural decline of the classic rentier model. By applying the concept of the rentier state model, this thesis examines Saudi Arabia's historical dependence on oil revenues, which has shaped its political, economic, and state-society structures, where the redistribution of wealth and well-being is constructed through the purchase of passive loyalty that serves as a primary instrument of regime stability. However, the vulnerability of this system model is more evident due to recent changes in oil prices in the world market, dynamic societal growth, and long-term concerns about economic sustainability. Through a qualitative analysis based on academic literature, secondary data, and official policy documents, this study argues that modernization in the entertainment and tourism sectors serves as a strategic instrument to generate new political loyalties through active economic participation, infrastructure and facility development, and the Saudization of the workforce, as the government supplements oil revenues in its wealth redistribution patterns. The findings in this thesis indicate that these reforms continue to operate within authoritarian boundaries. The results support a discussion of Vision 2030, which represents a recalibrated strategy of authoritarian resilience, in which economic diversification serves as a political tool to sustain monarchical legitimacy without democratization.
