Logistics transportation plays a significant role in national economic growth. As a key driver of the supply chain, logistics transportation infrastructure influences the flow of economy from upstream to downstream. Rapid industrial growth is driving the pursuit of Net Zero Emissions (NZE) across nearly all sectors, including transportation. However, the reality is that transportation in Indonesia today, including logistics, remains heaviliy reliant on land-based transportation, specifically roadways, accounting for 90% of the total ratio. This highlights the imbalance in other, more environmentally friendly, transportation infrastructure and indicates the potential for optimizing the logistics transportation sector through the implementation of multimodal system which has widely adopted by many countries.
This study aims to build a model of logistics transportation network adopting multimodal system in Indonesia based on a hypothetical case study regarding the distribution of PV modules in Indonesia, aligned with the sustainable infrastructure development vision. The modelling is supported by an analysis of the impact of multimodal implementation on three objective functions based on Triple Bottom Line framework, the impact of uncertainty factor within the network, and the impact of subsidies on transportation modes that are considered more environmentally friendly. The optimization was carried out using the NSGA-II, incorporating fuzzy logic into the parameter control system to enhance the algorithm’s adaptibility.
The study results show that the application of a multimodal system in logistics distribution cases in Indonesia has been proven qualitatively to provide significant efficiency in terms of cost, time, and emissions of 7.36%, 11.15%, and 27.67%, respectively. The presence of time uncertainty, which frequently occurs in distribution cases, also affects the multimodal distribution network proposed by the algorithm. This uncertainty narrows the decision-making space and shifts the minimum value of the objective function. Furthermore, an analysis of applying subsidies within a range of 4% to 24% for rail and cargo ship modes indicates minimal impact on the optimized network unless accompanies by more adequate infrastructure support of the rail network to provide broader range of alternative solutions. Sensitivity analysis of data and parameters used was conducted to demonstrate the impact of shifts in dummy-determined values in this study on the analyzed multimodal transportation network.
