Evaluasi pelaksanaan proyek pemberdayaan ekonomi masyarakat pesisir (PEMP) di Kabupaten Tulungagung tahun 2003

Kegiatan pemberdayaan masyarakat yang dilakukan oleh pemerintah harus selalu dievaluasi untuk mencari alternatif terbaik bagi kegiatan sejenis di masa yang akan datang dan atau di tempat lain. Diharapkan dengan evaluasi tingkat pencapaian tujuan kegiatan akan semakin efektif sehingga semakin banyak masyarakat miskin yang dirangsang untuk bertransformasi dari masyarakat miskin menjadi masyarakat yang mandiri (tidak selalu tergantung kepada pemerintah) walaupun secara bertahap/evolusi. Penelitian ini bertujuan untuk mengetahui sejauh mana tingkat keberhasilan proyek pemberdayaan ekonomi masyarakat pesisir (PEMP) di Kabupaten Tulungagung tahun 2003. Tingkat keberhasilan proyek dikaitkan dengan upaya pencapaian tujuan proyek (kerangka logis proyek). Data dala m penelitian ini dikumpulkan melalui observasi lapangan dan survai. Observasi dilakukan di Kecamatan Kalidawir Desa Kalibatur Dusun Sine dan survai dilakukan di Kecamatan Kalidawir dan Kecamatan Besuki (Desa Tanggul Kundung, Desa Besole dan Desa Keboireng). Dari populasi 212 KK miskin (10 Kelompok Masyarakat Pemanfaat) diambil 30 responden sebagai sampel berdasarkan metode Sampling area cluster. Alat analisis yang digunakan yaitu analisis deskriptif dan analisis uji beda dua rata -rata. Hasil penelitian menunjukkan bahwa 54,17% responden masih belum optimal menggunakan dana bantuan untuk usaha produktif, karena sebagian dana digunakan untuk menutupi kebutuhan konsumtif. Selain itu, sepanjang tahun 2004 terjadi penurunan produksi khususnya hasil tangkapan. Indikasinya, tidak muculnya beberapa jenis ikan tertentu (ikan Layar, ubur -ubur, ikan tongkol dan ikan layang/tropong). Karena itu, hasil uji beda dua rata-rata menunjukkan terjadi peningkatan pendapatan sebelum dan sesudah proyek hanya 26,37%.

The activity of society empowerment, which has been done by the government, has to be continuously evaluated in order to find the best alternative for similar activities in the future and at other places. It is expected that by evaluating, the level of activity purpose achievement would be more effective, so that there would be more poor-societies (and are not always governmentdependent), even if this condition should occur eventually or in the form of evaluation. This research is aimed to find out the level of success of coast society economy empowerment project (PEMP) in Tulungagung district in 2003. The level of success of this project is related with efforts to meet the project aim (project logical framework). Data in this research is collected through field observation and survey. Observation was done in Sine, Kalibatur village, Kalidawir sub-districts while survey was done in Kalidawir and Besuki sub-districts (Tanggul Kundung, Besole, and Keboireng villages). From the population of 212 poor households (10 benefit society group), 30 respondents are taken as sample according with Sampling area cluster method. The analysis tools used are descriptive analysis and differences of two average test analysis. The result of the research shows that 54.17% of the respondents have not been using grant fund optimally for productive business, since some the fund is still used to meet consumptive needs. Besides, there has been a decline of production in 2004, especially in term of captured yields. The indication is the disappearance of several types of fish (layar fish, jellyfish, tongkol fish, and laying/tropong fish). Therefore, the result of difference of two average test analysis shows that the increase of income before to after the project is only 26.37%.
