Waste generation in Banjarnegara Regency reached 155,978.66 tons per year in 2024, with plastic accounting for 35%, or approximately 54,592.53 tons per year. Bank Sampah Banjarnegara has implemented pyrolysis technology to convert low-value plastic waste into Pertasol liquid fuel. However, limited collection coverage and processing capacity have prevented most plastic waste from entering the formal waste management system. This study aims to analyze the structure of these problems and formulate policies to increase plastic waste collection, pyrolysis capacity, and the amount of managed plastic waste in Banjarnegara Regency, particularly in Wanadadi District.

This study applies the system dynamics method. The model was developed using quantitative and qualitative data obtained from the National Waste Management Information System, Statistics Indonesia, operational records of Bank Sampah Banjarnegara, observations, and interviews. The model was constructed using a causal loop diagram and a stock and flow diagram. It was then subjected to several model tests to assess its logical consistency. The simulation covered a 60-month period and evaluated three interventions: expanding household partnerships, investing in pyrolysis capacity through the local government, and regulating plastic waste prices. The study also examined combinations of these interventions.

The simulation results show that local government investment is the most effective independent scenario, increasing the amount of pyrolyzed plastic waste from 4,000 to 4,704 kg per month. The combination of household partnership expansion and government investment produces 8,008 kg of pyrolyzed plastic waste per month, representing a 100.20% increase compared with the baseline condition. Pyrolysis capacity increases from 4,000 to 9,000 kg per month. This combined scenario also reduces final emissions from 212,040 to 205,165 kg CO?-eq per month, equivalent to a 3.24% reduction, with a cumulative emission reduction of approximately 231,968 kg CO?-eq throughout the simulation period. Therefore, the most effective policy is to expand the waste collection network while simultaneously increasing pyrolysis capacity. Plastic waste price regulation is more appropriate as a supporting policy.
