This research examines the role of Peace Boat as a transnational actor in peace campaigns through the “Global Voyage for a Nuclear-Free World: Peace Boat Hibakusha Project” from 2008 to 2025. The primary focus of this research is to examine the dynamics of the challenges and obstacles Peace Boat faces. Through a qualitative process-tracing analysis, this research examines Peace Boat’s activities using the Transnational Advocacy Network (TAN) theory. The author finds that Peace Boat’s transnational activism is driven by two main factors: domestic and international factors. In carrying out its mission, Peace Boat employs four TAN strategies: information politics, symbolic politics, leverage politics, and accountability politics. Even though it faces structural obstacles in the form of nuclear non-proliferation policies and challenges related to generational renewal due to the decreasing number of hibakusha, this research concludes that Peace Boat’s effectiveness is not measured by direct changes in state policy. Rather, the success depends on the organization’s ability to foster norms of peace, preserve the collective memory of the victims, and strengthen the global civil society network in support of the international nuclear disarmament agenda.
