This study examines how international aid intervention and liberal statebuilding in Bosnia-Herzegovina operate as neocolonial power that reinforces the political narrative of victimhood. This research examines how women survivors respond to these conditions through various manifestations of agency. Employing an explanatory single case study design with explanation building as its analytical technique (Yin, 2017) and drawing on secondary data sources, this research integrates the intersectional multi-level analytical framework of Winker and Degele (2011) with the gendered agency framework of Björkdahl and Selimovic (2015) and gendered silences typology of Selimovic (2018) to systematically trace the forms and structural conditions of women survivors’ agency.

The findings reveal that the most significant obstacle to agency does not derive solely from local patriarchy or external neocolonial intervention which is reinforced by the politics of victimhood, but also from within the formal systems that claim to side with survivors, including international tribunals, NGO programs, and transitional justice discourse. The agency that emerges under these conditions is intersectionally fragmented, with its form, intensity, and medium differing structurally according to the subject's combination of ethnic position, geographic location, and access to social resources. This study concludes that transitional justice projects that fail to design enabling spaces for diverse forms of agency, including those that are silent, exist on everyday agency, and operating beyond the radar of international institutions will reproduce rather than dismantle the very conditions they seek to challenge.
