Government buildings that have reached the end of their accounting useful lives may continue to provide public services; therefore, their book values do not necessarily reflect their fair values. This condition becomes particularly important when such assets are transferred, as objective and reliable valuation information is required to support decision-making. This study aims to estimate the fair value of government buildings with expired accounting useful lives in the Klaten Regency Government using the Cost Approach through the Depreciated Replacement Cost (DRC) method and to examine the implication of the estimated values for determining asset values in the transfer of regional government property.
This study employed a quantitative approach with a descriptive research design involving 269 government building assets. Fair value estimation was conducted by integrating administrative data from the Fixed Asset Inventory Card (KIB C), the Regional Standard Unit Price (SHST), and weighted physical depreciation based on building conditions. The results indicate a total Replacement Cost New (RCN) of IDR 450,302,879,475, total depreciation of IDR 98,029,190,430, and a total DRC of IDR 352,273,689,045, with an average DRC of IDR 1,309,567,617. These findings demonstrate that the expiration of accounting useful life does not necessarily eliminate the economic value or service potential of government assets. The estimated DRC may serve as a preliminary estimate to support regional asset management, particularly before the official valuation process for asset transfer, without replacing the authority of Government Appraisers or Public Appraisers.
