Electric vehicle (EV) adoption is a key strategy for supporting the transition toward a sustainable transportation system; however, the adoption rate of EVs in Indonesia remains relatively low. Adoption decisions are influenced by various economic, social, psychological, and environmental factors, including pro-environmental behavior (PEB). This study aims to develop an Agent-Based Modeling and Simulation (ABMS) model to project EV adoption in Indonesia through 2060 and to evaluate the effectiveness of several policy scenarios, namely purchase subsidies, information campaigns, increased social interaction, and a combination of these policies. The model was developed using survey data from 239 respondents, with the determinants of EV adoption identified through a Generalized Linear Mixed Model (GLMM) and incorporated into the agents’ utility function. The model was subsequently verified and validated to ensure its consistency with empirical conditions.
The simulation results indicate that all policy scenarios increase EV adoption compared to the baseline scenario. By the end of the simulation period, the EV adoption rate reached 19% under the baseline scenario, 19,0% under increased social interaction, 22,2% with a 10% subsidy, 25,4% with a 20% subsidy, 24,6% with an information campaign, and 28,3% under the combined subsidy and information campaign scenario. In addition, individuals with higher levels of PEB exhibited a greater tendency to adopt EVs than those with lower levels of PEB. The findings suggest that EV adoption is shaped by the interaction of economic, social, psychological, and environmental factors. Information campaigns and EV subsidies were found to be the most effective policy instruments, particularly when implemented simultaneously, providing valuable insights for the design of policies aimed at accelerating EV adoption in Indonesia.
