Penelitian yang dilakukan berjudul Proses Penyusunan Anggaran Berbasis Kinerja Dinas Perikanan dan Peternakan Kabupaten Barito Selatan. Metode penelitian dilakukan dengan observasi langsung ke obyek penelitian, wawancara dengan responden, dan mengumpulkan dokumen-dokumen tertulis dan data-data sekunder. Alat analisis yang digunakan untuk menjawab pokok permasalahan penelitian adalah deskriptif dengan pendekatan kualitatif. Hasil penelitian tentang proses penyusunan anggaran berbasis kinerja Dinas Perikanan dan Peternakan Kabupaten Barito Selatan diawali dengan penyusunan Arah dan Kebijakan Umum, Strategi dan Prioritas hingga penyusunan Rancangan Anggaran Satuan Kerja (RASK) yang berdasarkan Surat Edaran Bupati kepada unit organisasi perangkat daerah Kabupaten Barito Selatan. Penyusunan Arah dan Kebijakan Umum telah sesuai dengan Renstra Dinas yang mengacu pada Renstra Daerah. Adapun penyusunan Strategi dan Prioritas dilakukan bersamaan dengan penyusunan Arah dan Kebijakan Umum. Jadwal penyusunan anggaran sebagaimana diatur dalam Kepmendagri Nomor 29 Tahun 2002 tidak ditepati. Sedangkan Surat Edaran Bupati tidak melampirkan Standar Pelayanan dan Tingkat Pencapaian Kinerja seperti yang diatur dalam Kepmendagri Nomor 29 Tahun 2002. Saran penulis untuk pelaksanaan penyusunan anggaran berbasis kinerja pada tahun yang akan datang adalah : (1). Jadwal perencanaan anggaran daerah sebagaimana diatur dalam Kepmendagri Nomor 29 Tahun 2002 ditepati agar dalam penyusunan anggaran tidak dilakukan dengan waktu yang mendesak. (2). Standar Pelayanan dan Tingkat Pencapaian Kinerja untuk tahun mendatang harus ada dan diatur dalam Keputusan Bupati, sebagai ukuran adanya transparansi dan akuntabilitas birokrat di Kabupaten Barito Selatan. Faktor-faktor yang perlu diperhatikan dalam penyusunan anggaran berbasis kinerja Dinas Perikanan dan Peternakan Kabupaten Barito Selatan adalah : kemampuan aparat, koordinasi, dan semangat kerja

The research that be performed have a tittle The Process of Composing of Performance Based Budgeting in Fisheries and Animal Husbandry Departement, Barito Selatan Regency. The research method was performed by direct observation to the object of the research, interview to the respondent, and collecting the written document and secondary data. The analysis tools that be used to provide answer to the major problem of the research is descriptive with qualitative approach. The research result about the process of composing of performance based budgeting of the Fisheries and Animal Husbandry Departement, Barito Selatan Regency, was started by composing the Direction and General Policy, Strategy and Priority to composing Work Unit Budget Design (Rancangan Anggaran Satuan Kerja/RASK) which based on Surat Edaran (a circular letter) of the regent to the organization unit of regional instrument of South Barito Regency. In composing the Direction and General Policy, it was followed to the Renstra Dinas which referred to the Renstra Daerah. While, the composing of Strategy and Priority was performed coincide with an arranging of Direction and General Policy. The schedule of composing as be rule out in the 2002 Number 29 Kepmendagri, not be fulfill. While the Circular Letter of Regent was not attach the Service Standard and Performance Achievement Level as be mandated by the 2002 Number 29 Kepmendagri. The author’s advise to perform composing of performance based budgeting to the next year is : 1) The schedule of regional budgeting planning as be rule in the 2002 Number 29 Kepmendagri, is needed to fulfilled in order in composing of budgeting not be performed in constrained time, 2) The Service Standard and Performance Achievement Level to the next year must be exist and be rule out in Regent’s Decision, as the measure of transparency and accountability of the bureaucrat in Barito Selatan Regency. The factors that needed to be concern in arranging of perfomance based budgeting in Fishery and Animal Husbandry Departement of South Barito Regency is : personnel capability, coordination and work spirit.
