INTISARI

ABSTRACT

This study philosophically examines the trajectory of social security policy in Indonesia throughout the reform era (1998–2024) as an instrument of poverty alleviation. Such policies are commonly understood as mere technical-administrative matters, yet they in fact embed philosophical and moral assumptions concerning the distribution of welfare and human dignity. The urgency of this research stems from persistent structural disparities that remain despite the statistical decline in poverty rates following the reform period. The primary objective of this study is to critically evaluate the justice of these social security policies through the analytical lens of John Rawls's political philosophy, with particular emphasis on the principle of equal basic liberties, the difference principle, and the principle of distributive justice. The study employs a descriptive-analytical qualitative method through a systematically reflective library research design. The principal findings indicate that, although institutional transformation through the SJSN Law and BPJS has succeeded in broadening population coverage, Indonesia's social security policy remains entrapped within a residual and technocratic logic, and has therefore not yet achieved substantive distributive justice for the least advantaged groups. In the discussion, it is found that the post-reform social security system distributes welfare through various institutional transformations, yet continues to face several structural obstacles. The study further concludes that the absence of a veil of ignorance in the policy-making process has resulted in the least advantaged not being prioritized, either substantively or in policy implementation. The study concludes that a fundamental reorientation is necessary—one that moves away from an administrative-economic approach toward a moral-philosophical framework that positions vulnerable communities as subjects of rights rather than mere objects of assistance. By implication, the findings of this study may serve as a conceptual foundation for policymakers in designing social protection that is inclusive, transformative, and socially just, in accordance with the maximin rule derived from John Rawls's theory of justice.
