Penentuan Tarif Tol Rencana Berdasarkan Perhitungan Biaya Operasional Kendaraan (BOK) pada Jalan Tol Bogor - Ciawi - Sukabumi Seksi 3

Jalan Tol BOCIMI Seksi 3 merupakan ruas tol yang menghubungkan Parungkuda dan Cisaat sepanjang 13,7 km. Jalan tol tersebut direncanakan selesai pada pertengahan tahun 2026 dengan segala persiapan teknis dan administrasi. Penelitian ini bertujuan menganalisis kinerja lalu lintas, menghitung Biaya Operasional Kendaraan,dan menentukan besaran tarif tol rencana pada Jalan  Tol BOCIMI Seksi 3.

BOK dihitung dengan metode BOK PU dan BOK PCI dengan mempertimbangkan hasil analisis kinerja lalu lintas menggunakan PKJI 2023. Penentuan tarif tol dilakukan berdasarkan Peraturan Pemerintah Nomor 23 Tahun 2024 dengan pendekatan 70 persen Keuntungan Biaya Operasional Kendaraan. Berdasarkan metode BOK PU diperoleh tarif tol rencana golongan I, II sampai III, dan IV sampai V berturut-turut sebesar Rp18.628,85, Rp.31.001,31, dan Rp.49.490,78dengan rasio pembobotan 1:1,66:2,65. Sementara itu, metode BOK PCI menghasilkan tarif sebesar Rp19.672,19, Rp22.027,89, dan Rp48.105,07 dengan rasio 1:1,11:2,44. Kedua metode menunjukkan struktur pembobotan tarif yang hierarkis sehingga layak digunakan sebagai dasar penentuan tarif tol rencana Jalan Tol BOCIMI Seksi 3 berdasarkan 70 persen BKBOK.

BOCIMI Toll Road Section 3 is a 13.7 km toll road connecting Parungkuda and Cisaat. The toll road is scheduled for completion in mid-2026, following the fulfillment of all technical and administrative requirements. This study aims to analyze traffic performance, calculate the Vehicle Operating Cost, and determine the proposed toll tariff for the BOCIMI Toll Road Section 3.

The Vehicle Operating Cost  was calculated using the Public Works  VOC method and the Pacific Consultants International (PCI) VOC method, considering the results of traffic performance analysis based on PKJI 2023. The proposed toll tariff was determined in accordance with Government Regulation Number 23 of 2024, using an approach based on 70 percent of the Vehicle Operating Cost Savings. The results of the PU VOC method yielded proposed toll tariffs of IDR 18,628.85, IDR 31,001.31, and IDR 49,490.78 for vehicle Groups I, II until III, and IV until V, respectively, with a weighting ratio of 1:1.66:2.65. Meanwhile, the PCI VOC method produced proposed toll tariffs of IDR 19,672.19, IDR 22,027.89, and IDR 48,105.07 for the same vehicle groups, with a weighting ratio of 1:1.11:2.44. Both methods produced a hierarchical toll tariff structure and are therefore considered suitable as references for determining the proposed toll tariff for the BOCIMI Toll Road Section 3 based on 70 percent of Vehicle Operating Cost Savings.
