Pelaksanaan otonomi daerah (UU No.22 Tahun 1999 dan UU No. 25 Tahun 1999) yang diiringi dengan menguatnya tuntutan demokratisasi, peningkatan peran serta masyarakat, pemerataan dan keadilan serta perhatian pada potensi dan keanekaragaman daerah maka pembangunan kelautan harus memperhatikan upaya pemberdayaan daerah, peningkatan kemampuan pemerintah daerah dan percepatan pembangunan ekonomi daerah yang ditopang dengan upaya-upaya pengembangan masyarakat. Sejalan dengan itu, upaya untuk meningkatkan kesejahteraan masyarakat pesisir secara terencana dan terstruktur telah dilaksanakan oleh Departemen Kelautan dan Perikanan melalui proram yang diharapkan langsung menyentuh masyarakat di kawasan pesisir, yaitu program Pemberdayaan Ekonomi Masyarakat Pesisir (PEMP). Penelitian ini bertujuan untuk memberikan gambaran umum pelaksanaan program pemberdayaan ekonomi masyarakat pesisir di Kabupaten Indragiri Hilir dan untuk mengetahui factor-faktor yang dapat mempengaruhi implementasi program, metode yang digunakan dalam penelitian ini adalah metode deskriptif, data diperoleh dari obesrvasi, wawancara dan dokumentasi. Variabel-variabel penelitian yang digunakan untuk mencapai tujuan penelitian adalah struktur organisasi, sikap (kepatuhan) dan potensi wilayah (sumberdaya alam). Hasil penelitian menunjukkan pelaksanaan program pemberdayaan ekonomi masyarakat pesisir di kabupaten Indragiri Hilir sudah berjalan sebagaimana mestinya dan organisasi pelaksanaan melibatkan tiga kelompok, yaitu Pemerintah, Konsultan, Lembaga ekonomi Masyarakat yang masing-masing mempunya tugas dan fungsi yang berbeda. Implementasi program pemberdayaan ekonomi masyarakat pesisir di kabupaten Indragiri Hilir dipengaruhi oleh sikap masyarakat pemanfaat karena keterbatasan pengetahuan yang dimiliki dan karakteristik masyarakat yang beragam. Rekomendasi yang dapat diajukan dari hasil penelitian ini adalah diperlukan adanya dukungan yang kuat dari pemerintah baik provinsi maupun kabupaten melalui kebijakan-kebijakan, peraturan-peraturan daerah dan perencanaan-perencanaan yang sejalan dengan program pemberdayaan eknomi masyarakat pesisir,sehingga lembaga-lembaga ekonomi masyarakat dapat terus dipertahankan dan dikembangkan, kegiatan ekonomi masyarakat yang berbasis pada sumberdaya local dengan prioritas partisipasi masyarakat local harus didukung untuk pencapaian tujuan.

The implementation of the regional autonomy (The Act No. 22 of 1999 and The Act No. 25 of 1999) followed by the reinforcement of democratic demand, the increased public participation, the spread justice and the interest on regional potential and diversities required the marine development to consider the local empowerment, the improvement of the local competence and accelerating the local economic development that was supported by public development. In line with that, the effort to increase the coastal area people welfare in planned and structured ways had been conducted by the Department of Marine and Fishery through the program that is hoped to touch directly the coastal area people that are the program of Economic Empowerment of Coastal area people (PEMP). The objective of this research was to give general pictures about the implementation of the economic empowerment program for the coastal people in Kabupaten Indragiri Hilir and to know the factors that influenced the program implementation. The method used was descriptive method. The data were obtained from the observation, interview and documentation. The variables used to achieve the objective of this research were the organizational structure, the attitude (the obedience), and the potential of area (natural resources). The result showed that the implementation of program had been running smoothly and the implementer organization involved three groups, the government, consultant, and public economic institution with different task and function. The implementation of program was influenced by the attitude the society of exploiter due to the limited knowledge they owned and the different characteristic of people. The writer recommended the provincial and local governments to support the program through their policies, regional regulations and plans in line with the program of economic empowerment of the coastal area people so that the economic activities of the society based on the local resources with priority on participation of local people could achieve the goals.
