The 2020 Blitar Regency Regional Head Election (Pilkada) showcased a new dynamic in the local political constellation, where the dominant hegemony of the incumbent was surprisingly overthrown by the power of civil society movements. Observing this phenomenon, this study aims to analyze the political transformation and mobilization of religious civil society organizations, specifically Muslimat, Fatayat, and Banser Nahdlatul Ulama (NU), in winning the Rini Syarifah-Rahmat Santoso pair. This research was conducted using a descriptive qualitative method. Primary and secondary data were collected through in-depth interviews and observations, using purposive sampling to determine the informants.
The results of the study indicate two main findings. First, there was an escalation in the movement of NU's Autonomous Bodies (Banom), transforming from an interest group into a pressure group operating on two simultaneous pressure fronts, triggered by the accumulated dissatisfaction with the incumbent regime's budget politics in the religious education sector. The first front targeted the challenging candidate through a gatekeeping mechanism of cultural blessing and a written political contract as prerequisites for support; the second front targeted the incumbent regime through social control instruments, black campaigns, and communal identity indoctrination. Second, political mobilization was executed through three strategies at the grassroots level: (1) traditional ties by capitalizing on the candidate's lineage (nasab) and obedience to the clerics' instructions (dhawuh); (2) a shift in patron-client relations by taking over the role of institutional patron through political contracts; and (3) the mobilization of a political machine run by Fatayat for voter mapping, Banser for territorial security, and the Baret Merah (Red Beret) volunteer force for infiltration into the opponent's strongholds.
In conclusion, local religious organizations are not always passive objects of mobilization. They have proven capable of being main actors (drivers) who proactively dictate the direction of electoral constellations and dismantle the dominance of giant political party coalitions.
