Penentuan nilai indikasi rata-rata zona Street Level dengan teknik Quality Rating di Kota Cirebon

Untuk itu para penilai PBB sering menghadapi kesulitan dalam menentukan NIR pada suatu zona yang belum/tidak diketahui nilai jualnya karena tidak diperolehnya data transaksi jual beli. Dalam menerapkan metode perbandingan atau pendekatan data pasar terdapat kesulitan dalam menentukan adjustments terhadap faktor-faktor yang mempengaruhi NIR. Unsur subyektivitas penilai dalam menentukan adjustments akhirnya memegang peranan yang sangat penting, hal ini dapat menimbulkan masalah bila antara penilai satu dengan penilai lainnya berbeda asumsi. Penelitian ini bertujuan menentukan NIR zona street level dengan teknik quality rating di kota Cirebon, yang diharapkan mampu mengatasi unsur subyektivitas penilai dan minimnya data harga jual tanah. Penelitian dilakukan dengan urutan kegiatan, yaitu: 1. melakukan penyekoran variabel independen dengan metode Spearman Rank; 2. menentukan angka tertimbang variabel independen dengan analisis Step Wise; 3. menghitung besarnya quality score zona street level; 4. menentukan NIR perolehan melalui analisis simple regression. Berdasarkan analisis step wise, diperoleh model terbaik yaitu model dengan variasi faktor lokasi dan kelas jalan, sedangkan faktor zoning tidak berpengaruh terhadap NIR PBB, sehingga dikeluarkan dari model. Angka tertimbang setelah melalui proses penyesuaian diperoleh hasil faktor lokasi sebesar 72 %, sedangkan faktor kelas jalan 28 %. Quality score terbentuk melalui persamaan, quality score ={(72% x skor lokasi ) + (28% x skor kelas jalan) x 100}. NIR Perolehan zona street level dihasilkan melalui persamaan linear regresi yaitu, NIR Perolehan zona street level = Rp.-109.629,- + (Rp. 120,- X QS ), yang dapat diimplikasikan kenaikan satu satuan quality score berpengaruh terhadap kenaikan NIR Perolehan sebesar Rp. 120,-
Determination of Average Indication Values (NIR) by using the comparison method or market data approach which has been used still have many weaknesses. For that reason, valuers of PBB often face difficulty in determining NIR at one particular zone which has not yet known or assessed because the real selling values cannot be obtained from sales transactions. In applying comparison method or market data approach there are difficulties in determining adjustments to factors influencing NIR. The element of valuers subjectivity in determining adjustments finally play a part of vital importance. This may generate problems when valuers have different assumptions. This research aims to determine NIR of Street level zone applying the quality rating technique in Cirebon City which is expected that it can overcome the element of valuer subjectivity and the limited availability land sale price data. The research was done covering four activity sequences; (1) determining scores of independent variable with method of Spearman rank, (2) determining weighted values of independent variables with analysis of Step wise, (3) counting the level of quality score every zone of street level, and (4) determining NIR of acquirement through simple regression analysis. Based on the step wise analysis, the best model was obtained that is a model with variation of location and street class factors. The factor of zoning does not have an significant effect to NIR PBB, so that it is released from the model. The weighted values after the passing adjustment process provided a result of location factor equal to 72 %, while street class factor 28 %. Quality score was formed through the following equation, quality score ={( 72% x location score) + ( 28% x street class score ) x 100}. NIR of Acquirement which yielded in this research is formed pass equation model, that is NIR of Acquirement = Rp. -109.629,- + (Rp. 120,- X quality score), which it can be implied that the increase of one set of quality score have an effect to increase of NIR of acquirement equal to Rp. 120,-.
