East Java is a major food-producing province with uneven food security across regions. This study analyzes the global and local influence of population density, economic growth, rice productivity, open unemployment rate, and the Gini ratio on the Food Security Index (FSI) across 38 districts/municipalities in East Java during 2020-2024, using global panel regression and Geographically Weighted Panel Regression (GWPR) with 190 observations. Globally, only the open unemployment rate has a significant negative effect on the FSI (within R² of 0.3626), consistent with entitlement theory), while the other four variables are insignificant. The Koenker-Bassett test confirms spatial heterogeneity (p = 0.00005), justifying the local approach. The Adaptive Bisquare kernel was selected as the best GWPR. Locally, population density has a significant negative effect in 14 agriculture-dependent regions such as Kediri and Jember, consistent with population theory. Rice productivity shows the widest significant positive influence in 19 regions, strongest in Banyuwangi and Gresik, the open unemployment rate has a significant negative effect in five industrial areas, including Kediri Regency and Surabaya City, economic growth is significant only in Ponorogo, Nganjuk, and Sampang, while the Gini ratio shows a significant positive effect in 12 regions, contrary to the initial hypothesis. Food security determinants are therefore multidimensional and spatially varying, local governments are recommended to design differentiated policies, strengthening agricultural productivity in agrarian regions and improving formal labor-market access in industrial regions.
