Komite Sekolah dalam perspektif Good Governance :: Studi pengelolaan sekolah pada jenjang Pendidikan Dasar di Kecamatan Katobu Kabupaten Muna Propinsi Sulawesi Tenggara

Kehadiran komite sekolah dengan perangkat perannya (pemberi pertimbangan, pengontrol, pendukung, dan mediator) diharapkan membuka keran bagi stakeholder untuk terlibat secara aktif dalam pengelolaan sekolah. Perubahan paradigma manajemen sekolah itu memerlukan kajian ilmiah untuk mengeliminir implikasi- implikasi negatif yang dapat menghambat proses demokratisasi pendidikan. Penelitian tentang Komite Sekolah Dalam Perspektif Good Governance; Studi Pengelolaan Sekolah Pada Jenjang Pendidikan Dasar di Kecamatan Katobu Kabupaten Muna Propinsi Sulawesi Tenggara ini, dilakukan terhadap lembaga komite sekolah pada 4 sekolah, yakni SMPN 1 Katobu dan SDN 1 Katobu (sekolah pemerintah), dan SMPS PGRI Laiworu dan MIS Fokuni (sekolah swasta). Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif analitik. Tripilar good governance dalam keanggotaan komite sekolah secara kuantitatif telah terakomodasi, di dalamnya implisit unsur-unsur negara, masyarakat, dan dunia usaha. Tetapi kualitas eksistensinya belum memadai. Kolaborasi tiga unsur itu hanya pada tataran latar belakang subyektif, belum sampai pada tataran fungsional. Performa komite sekolah masih relatif sama dengan model BP3. Partisipasinya dalam pengelolaan sekolah masih pada tataran memberikan dukungan finansial, sedangkan partisipasinya dalam proses pengambilan kebijakan sekolah dinegasikan oleh birokrasi sekolah. Partisipasi komite sekolah baru berkisar pada tingkatan partisipasi manipulation, consultation, consensus-building, dan decision-making. Akuntabilitas dan transparansi pengelolaan sekolah sangat rendah. Pertanggungjawaban sekolah dominan disampaikan kepada birokrasi. Fekuensi dan kualitas pertanggungjawaban kepada stakeholder sangat rendah. Minimnya konsumsi informasi tentang sekolah menyebabkan tersumbatnya saluran aspirasi masyarakat bagi pengelolaan sekolah. Eksistensi komite sekolah sebagai subsistem dalam sistem sekolah belum dapat mendorong terwujudnya model pengelolaan sekolah yang partisipatif, akuntabel, dan transparan sebagaimana prinsip-prinsip dasar good governance pengelolaan sebuah institusi publik.
Good governance in the school management is the demand of the democracy in national education. The decentralization paradigm and school autonomy result in the establishment of school committee and its roles (providing consideration, controlling, supporting, and mediator) and provide stakeholders with the opportunity to actively involve in the school management. The change in the paradigm of education requires scientific study to eliminate negative implication that can be the obstacle in the educational democratization. The on the School Committee in Good Governance Prespective; the Study of the School Management at Elementary Education Level in Katobu Subdistrict of Muna Regency of Southeast Sulawesi Province, is conducted to the the school committee of 4 schools, which are SMPN 1 Katobu and SDN 1 Katobu (public schools), and SMPS PGRI Laiworu and MIS Fokuni (private schools). It uses qualitative method with the emphasis on the analytic-descriptive approach. Three pillars in the good governance in the membership of the school committee have been accommodated quantitatively, in them implicitly represents the state/government element, people, and business world, though the quality of its existence has not been sufficient. The collaboration of the three elements takes place only at the level of subjective background and has not taken place at the functional level. The performance of the school committee relatively equals to BP3 model. The participation in the school management still takes place at the level of giving financial support, while its participation in school bureaucracy negates policy making. The participation of the school committee just revolved on the participation level, which are manipulation, consultation, consensus-building and decision-making. The accountability and the transparency of the school management is low. The school responsibility dominant reached to school bureaucracy. The frequency and the quality of the responsibility to the stakeholders is lowest. The minimum consumption of the information about the schools results in the blocking of their aspiration in the school management. The existence of the school committee as the subsystem of the school has not managed to encourage the establishment of participative, accountable, and transparent school management based on the principles of good governance in the management of public institution.
