The green leadership projected by Global North states through the sustainable development agenda often serves as an instrument for expanding influence over the Global South. This condition is reflected in the establishment of the Sweden–Indonesia Sustainability Partnership (SISP) in 2020 as Sweden's platform to drive sustainable development in Indonesia. This research aims to analyze how Sweden builds and manifests its green leadership in Indonesia by examining SISP as a hegemonic mechanism. Using Robert Cox's Neo-Gramscian approach along with the concepts of the transnational historical bloc and the Triple Helix, this study explores the process of consensus formation within the bilateral partnership. Data in this research were collected through the historical process tracing method, drawing on Business Sweden reports, SISP policy documents, and journal articles spanning 2020–2025. The findings indicate that SISP is not merely technical cooperation, but a hegemonic mechanism that fuses the ideational, material, and institutional dimensions into a historical bloc that normalizes Swedish standards as common sense. Nevertheless, this hegemony is most demonstrable in the Industry 4.0 and urban transport sectors, while in the energy sector it remains normative-discursive.
