Secara keseluruhan, hasil pengujian paving block dievaluasi dan komposisi optimalnya ditentukan melalui metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS).

The demand for sand as a raw construction for material continues to increase, while its availability grows more limited, and extraction through mining causes significant environmental damage. On the other hand, the operation of Geothermal Power Plant (PLTP) produces geothermal sludge, a waste that becomes an operational challenge due to its considerable accumulation and its potential to pollute the environment. This study utilizes geothermal sludge as a partial substitute for sand in paving blocks as an effort to conserve sand resources, with the objectives of characterizing the geothermal sludge, evaluating the effect of its substitution on the technical quality of the paving blocks, evaluating the environmental safety through leaching tests of arsenic and antimony, and determining the optimal composition using the TOPSIS method.
The geothermal sludge was obtained from the Silica Storage Facility of the Dieng Geothermal Power Plant Unit using the grab sampling method, while the sand used was taken from the Progo River. Before use, the geothermal sludge was oven dried at 110°C for 24 hours and then ground using a ball mill, after which it was characterized through X-Ray Diffraction (XRD), Energi Dispersive X-Ray (EDX), moisture content, specific gravity, and sieve analysis. The paving blocks were then tested at substitution variations of 0%, 10%, 15%, and 20% for the technical parameters of compressive strength, water absorption, and abrasion resistance in accordance with SNI 03-0691-1996, while environmental safety was evaluated through the Toxicity Characteristic Leaching Procedure (TCLP) for arsenic (As) and antimony (Sb) in accordance with Government Regulation No. 22 of 2021. Overall, the test results of the paving blocks were evaluated and the optimal composition was determined using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS).
The characterization showed that the geothermal sludge is an amorphous silica material with SiO2 content of 94,69% and total reactive oxides of 97,96%, which meets the Class F pozzolan composition criteria of ASTM C618. The 10% substitution provided the best technical results, namely a compressive strength of 46,04 MPa (Grade A) and a water absorption of 4,80% (Grade B), while the abrasion resistance of all variations met Grade A. These results are fairly consistent woth the filler effect and pozzolanic reaction mechanism. In the TCLP test, arsenic remained far below the regulatory limit with a considerable safety margin, whereas antimony exceeded the regulatory limit in all variations, which is consistent with the difference in geochemical character of the two element. The TOPSIS analysis idetified the 10% variation as the most optimal composition with a preference value of 0,648, although its feasibility remains conditional upon further environmental safety treatment.
